Set the CPU difficulty to Maniac and match time to 30.

This is for playing a match, not winning. Everything you do counts as a match: Arcade, Survival, Online, vs CPU, and Local VS mode. You will most likely grind this out with everything else you are doing, especially getting to level 30. If you want to get it quickly you can go Local > Versus: Rounds: 1, Time: 30 sec, Difficulty: Maniac and let the CPU destroy you over and over.
