You'll need to complete the Network Mode Tutorial first before you can play your 1st match against a real player. Once that is done enter into Park by pressing 
on the Tower screen. Find a lobby that is populated to join. Either challenge another player to a duel or wait at a challenge spot for someone to challenge you.
Fight in this match, win or lose and you'll unlock the achievement at the results screen.

Open Park is found under Network > Online Match > Press 
for Open Park. Just like Rank Tower, you have to load into Open Park after completing the online tutorial and the qualification matches. In theory, there will be more people trying to fight. You do not have to win so just find the person waiting and challenge them.
