This is a fairly easy achievement to get, as long as you have a second guitar and another person to use it.
All you have to do is get starpower, and then both tilt your guitars to use the starpower while you have a 4x multiplier. a 4x multiplier is achieved by getting a 30 note streak co-operatively. So both of your streaks add up, but if one of you miss a note or overhit, then your streak and multiplier is set back to 0 and 1, respectively.

Hell of a lot harder with two controllers... you have to press back at the exact same time

Marcus, I haven't tried it using two controllers, but I'd imagine that the game gives you a little bit of leeway in terms of activating starpower.
If it is difficult I would suggest one person pressing back on both of the controllers so that you don't need to coordinate with someone else, and then try to get your streak up to 30 while star power is already activated, if in doing this you lost your streak.
Additionally, you can save up star power and a 30+ note streak until there is a long break in the music and then activate during the break so that you don't lose your streak. Hopefully the achievement still pops even if you use star power when there are no notes present.

Both activate your star power at the same time when you have a 4x mulitplyer on, then WHAM, Achievement Unlocked!!!
