How to unlock the A Penny Left achievement in Gunfire Reborn - Definitive Guide
The peddler is the green frog which you can buy guns, scrolls etc from his shop.
Almost always when you enter a Boss stage there also is the craftsman which lets you upgrade weapons for copper. So if you have a bunch of copper just upgrade instead of spending $ on the peddler. I think the shop items get more expensive the further you progress and the health items were around 50 copper. So basically talk to the peddler once you drained your copper wallet and it should pop.

How to unlock A Penny Left
Right before each boss in the game, there is a Peddler and a Craftsman for you to make purchases before the fight. This achievement requires you to interact with the Peddler while having too little money to make any purchases from him.
There is a good chance you'll be able to do this naturally, especially early on when copper is harder to come by. You can either spend copper before getting to the boss stage, or spend your remaining copper at the Craftsman before talking to the Peddler.
If you do need to force this achievement, it's easy enough to plan out in the first area by intentionally only collecting enough copper for Craftsman upgrades (upgrades cost an increasing amount: 50, 100, 200, 300, etc., maxing out at 600), and then spend your copper on upgrades before talking to the Peddler. As soon as you visit the Peddler and all of his items are red because you can't afford them, this achievement will unlock.
