On his talent tree there is a path that will increase the duration of dual wield with the last being that it increases with every 20 ammo used.
Equip weapons with fast firing and/or large magazines. There are also abilities that will replenish ammo if needed.
You dont have to actually do this at or near enemies, it can be in an empty room although once obtained you might want to use it as it pretty much makes you have infinite dual wield

When you clear a section you oprn the chest at the end which allows you to choose from 3 different talents.
One of these options may be to increase the duration of dual wield, each time you select the same one it increases the duration. When you reach max level the duration is extended by using ammuntion, so weapons with large mags or fast firing pretty much mean an infinite dual wield

How to unlock Dual-Wield Elite
This achievement requires some decent luck. This is only possible by leveling up Ao Bai's one Ascension, called Battle Tested. The first two levels give you an extra 50% and then 75% duration for dual wielding, but the third and final level adds two seconds to the duration for every 20 ammo you consume. This is what you'll need to unlock this achievement. So, you'll need to do two things:
1. Progress far enough in a run and get lucky enough to fully level up Battle-Tested to its third tier
2. Have at least one fully auto gun, but preferably two. The Big Hippo, Star Devourer, and Angelic Arm are three of the best and earliest guns to use
Once you get Battle-Tested fully leveled up, you don't even need enemies around to unlock this achievement. Simply activate duel wield and monitor its remaining duration at the bottom center of the screen. As the meter empties, fire bullets from both guns to refill it, and repeat until this achievement unlockss. This achievement will unlock mid duel wield, so you don't need to guess and then let it end and then wait for this achievement. I don't recommend firing continuously to keep it going unless you have a way to regenerate ammo. Otherwise, just do bursts of gunfire to fill up the meter, then stop for a bit while it drains.
