The peddler is the green frog that appears during different sections of the game.
Clear all the vaults you encounter to get more coins from killing enemies. (Shoot the glowing symbols on the wall and enter with X.) Also refrain from upgrading weapons since that drains your copper also.
There also is a scroll that lets you purchase your first item off him for free. The scroll drops randomly.
While saving up just check the peddler shop from time to time and use math to calculate if your cash is enough for ALL items at once before buying some individual stuff.
