Occult Scrolls are what you collect to gain passive effects and can be found in many ways which are:
Entering a Vault and completing its objective, then choosing one from the treasure chest within. A Vault is the thing you shoot on the walls to open up a "secret room" and need a skill to be able to open them
Buying it from a Peddler. The Peddler is the green frog guy that can be found around the maps or just before a boss battle
Buying, trading or sacrificing health at a Peculiar Chest. Peculiar Chests are red and some demand a "sacrifice" to use, like losing health or an item
Killing an elite or boss Enemy. Elite enemies are named and Bosses are at the end of the Worlds
Completing a Challenge Event.
Unlocking the scroll for the first time. You unlock scrolls by killing an enemy a certain amount of times and they will drop the Scroll associated with them
