The reforge option is available for weapons with a Gemini Inscription. Visit the Craftsman and spend 300 copper to reforge your weapon, which will change the Gemini Inscription to another randomly selected inscription. You'll generally encounter weapons with Gemini Inscriptios in Act 3, Duo Fjord.
