You'll need good RNG and probably a deep run, checking all vaults to unlock solo. Don't miss the random crystals that chime on drop, sometimes they have legendary scrolls.
With 2-4 players, you can drop/share scrolls with the discard option when looking at your held scrolls, unless the scroll is bound to you on pick up, or obtained by a method that locks it to you (scroll that gives 1-3 scrolls). Much easier.

so could you just pick up legendry scrolls randomly?

I've found them from chests at the end of vaults, some red chests, elite & boss enemy drops

The easiest way to get this achievement is using the Owl with its first perk. Reroll any purple scrolls you get and you should have at least 10 by the end of the game.
An alternate method is to have friends toss you all of theirs at the end of a run.
