You do not need to do the 4th level for this achievement. Simply leave via the portal to the Inn after defeating the 3rd level boss in under 30 minutes to get this achievement.
You should have more than enough time to do this if you have a decent amount of talents unlocked and have figured out a build with a character you like. Prioritize your damage per second output so you can kill enemies/bosses faster and movement speed so you can cover ground quicker. I would wait to try this until you get the ability to buy scrolls from the Peddler. Not doing vaults is a good way to ensure you have enough time and the scrolls you get from the Peddler will be the only consistent source of them. The ability to re-roll what the Peddler has is nice as well.
It takes me ~18-20 minutes to beat the 3rd boss while moving deliberately and not doing any vaults. I usually use Tao (bunny) and build towards having a high rate of fire weapon and bonuses going towards higher damage based on her sword ability.
