You will need to be in auto mode for this to activate (see edit at bottom). Press 
until 4 bullets show at the bottom right of the skull window and you are in auto mode.
According to the game guide you need to press
4 times to activate. All I had to do was hold while standing still and it would activate. He will let out a barrage of bullets and spin. Once the short cycle is complete, repeat by holding . 100 times and the achievement is yours. No enemies are needed.
*EDIT* Info provided by Timww572...you don't have to be in full auto mode, but it does make things easier. Pressing RT 4 times is how you activate burst mode when you aren't in full auto.
