I case you are wondering the red and blue fish statues are the flags. Took me awhile to work that out.

In build mode, you will need to add the flag to your hotbar by using the touchpad to bring up the item menu. The flags will be the pufferfish in the second row of items. Simply place a block anywhere and place either color of pufferfish to get this trophy.
