The achievement description can be confusing, since you already start with one leader from each faction.
What you need to do is obtain a second leader for each one of the factions.
There are many ways you can do this, the rewards book will eventually get you an extra faction leader, but it may take a while for you to complete it all.
I don't know if it's because I played the Beta, but after I finished the tutorial I had 20.000 card pieces (the material you use to make cards).
That's more than enough to go into the deck builder and make a new leader card for each faction, each one costs 1.600, after the last one is done, the achievement is yours.

Just an update as I did this on 4/30/19 - Leaders only cost 800 to make now.

Just another tip:
In the Deck Builder, search for "Leader" in the search bar and then shuffle through the factions on the upper right column and create a leader for each to unlock the achievement. Do carefully look at their price though. While most cost 800, some of them are still 1600.
