This achievement should require all stickers and all dev times beaten, but really you just need all of the stickers and simply beat each target level. Yes, the all dev times achievement is bugged as well and awards very early. If you're having trouble getting this to pop after fulfilling the above requirements, try re-beating another level or two.

I've included video of all stickers, as well as all target levels with 3 stars, for the more determined of you out there who want to beat the game properly :)
