After seeing this flashback, the house contractor will have the administrative chamber unlockable for 2 diamonds. Once purchased go to the door on Achilles left side to unlock your achievement.
Just a side note, I have heard the flashback will only trigger on a run you fail, but I cannot confirm 100% if that’s the case.

Must have been tweaked a little - the cost is 2 diamonds.

Story-related.
The Administrative Chamber is a room located in the entrance hallway, otherwise known as the West Wing. It is the door that's just after the Pool of Styx and before Achilles. In the beginning, you'll notice that you cannot enter it as the door is locked.
At some point in the story, Hades and Zagreus will discuss his previous job and inability to access the Administrative Chamber, at which point a new job will be available to purchase from the House Contractor called "Administrative Privilege" for 2 Diamonds. Purchase it and enter said Chamber and the trophy will pop!
Within the Chamber are many shades toiling away at their desk jobs, day in and out, and the only things you can interact with are two special, glowing filing cabinets along the wall by the door. (There is also a interactable cooler with water from the River Styx, but you can't actually use it.)
The first one is the Permanent Record cabinet, which tracks aggregate data about your escapes, including how many times you've used: each weapon and each weapon aspect (not including the Zagreus Aspects), each Boon and Daedalus Hammer enchantment, and each keepsake and companion.
The second cabinet is the Security Log, which records detailed information about each specific escape attempt. Accessing it will show you exactly what you used and did on that specific attempt; which # attempt it is and whether you succeeded or not, how long it took, the Heat level, which weapon and aspect was used, which keepsake and companion was used, and exactly which Boons you used and their levels.
