How to unlock the The Challenger achievement in Halo 4 - Definitive Guide
This achievement is for completing 25 challenges across "War Games", "Spartan Ops", and "Campaign". In the start menu next to your service record there is a tab labeled challenges. In that you can view the current challenges for each game type.
There are:
Daily
Weekly
Monthly
These challenges will require you to do something specific in each game mode such as for War Games getting 9 kills with a secondary weapon in one game. You can track your progress of a challenge in the same place you found it. Challenges are not to be confused with commendations, they are an entirely different thing. Once you have reached 25 challenges completed your achievement "should" pop.
Additional Notes: Challenges can not be repeated.
The number of challenges completed can be viewed in your service record menu in game under Spartan - War Games tab.

I just wanted to add a little more (especially when challenges reset)...
It is impossible to get 25 challenges done in 1 day (or even 1 week for that matter).
There is a total of 6 weekly challenges, 2 daily challenges, and 1 monthly challenge.
You can find some (old) examples of challenges at the Halo Alpha wiki on Fandom.com.
Campaign Weekly: 2 challenges
- Both challenges typically require you to complete a (full) mission on Heroic (or Legendary) difficulty with specific skulls turned on. Must start at Rally Point - Alpha. They can be completed solo or co-op. Both challenges must be completed before Monday at 10:00 AM UTC (click the link to convert time to your area).
War Games Daily: 2 challenges
- Both challenges typically require you to get a certain number of kills with a specific weapon or weapon type. One or both may require you to do this in a single match. Both challenges must be completed before tomorrow at 10:00 AM UTC (click the link to convert time to your area).
War Games Weekly: 2 challenges
- Both challenges typically require you to win a set number of matches of a specific game type. Both challenges must be completed before Monday at 10:00 AM UTC (click the link to convert time to your area).
War Games Monthly: 1 challenge
- This challenge typically requires you to win a set number of War Games matches for the month. Both challenges must be completed before the 1st day of next month at 10:00 AM UTC (click the link to convert time to your area).
Spartan Ops Weekly: 2 challenges
- Both challenges typically require you to kill a set number of enemies of a specific type. They can be completed in any Spartan Op chapter of any episode on any difficulty (including Easy) that has that specific enemy type. If the challenge requires you to kill Hunters, note that they usually appear in groups of 2 and only on specific Spartan Ops chapters (usually later in the chapter after certain objectives are completed). Both challenges must be completed before Monday at 10:00 AM UTC (click the link to convert time to your area).
Waypoint: 0 challenges
- No Waypoint challenges are currently available. (this is always the case)
- The Halo Waypoint app can be downloaded from the Xbox 360 Store and requires an Xbox 360 console to use. This app doesn't always work and sometimes gives an error saying that the Waypoint servers aren't available. Just keep trying or try again about 1 hour later.
- Alternatively, you can use HaloWaypoint.com, click GAMES, Halo 4, then click STATS APP to view your Halo 4 stats (including the currently running challenges and your progress towards them). You will need to log in with your Microsoft/Xbox account to view these stats.

As of May 1st, Halo 4 challenges are back online. Get to work on the challenges as soon as you can in case issues mentioned below every happen again.

Since 1/1/16 this achievement may now be unobtainable. Challenges have ceased to be updated and there has been no response from 343i on the matter.
If you'd like to way in on the issue there is a petition via Change.org created by, TA user "Seitzz", for the issue. Alternatively, you can continue tweeting/DM @Brav on twitter who is the community manager for 343 and generate enough interest for them to get to fixing the issue.

In the past few months, there have been a few instances where challenges have been non-existent on Halo 4. Most recently since the new year has begun players have been without challenges. For any and all future issues I suggest posting your issues on the Halo Waypoint forums at the following link for Halo 4 support. I cannot provide anything other than what I have provided here to resolve your issues. There is no fix if challenges aren't there, they are a part of the Halo 4 servers and if 343 chooses not to put them out there then you're out of luck.

Updated 11/12/12: Some users report that the achievement wouldn't unlock till more than 25 challenges were completed. No definite explanation but the common symptoms include not completing the game mode in which the challenge was completed in. i.e. playing a chapter of spartan ops and earning the challenge mid-way and then quitting out. May also be due to the server issues that were plaguing the launch of Halo 4.

Not a 100% confirmed yet but i have done 26 challanges but it has not unlocked
only explenation i have is when i quit out of a game after getting 9 pistol kills it didnt count. So bare in mind if u complete a challange mid game dont just quit out wait till the xp screen.

I've done 26 challenges so far and still no achievement. It seems we're not the only ones out there with this problem. I suspect it has to do with finishing a challenge and not finishing the Spartan Ops mission/matchmaking game, in those cases it'll add up to the challenges total, but won't count towards the achievement.

and....as of May 1st, they are down again...I managed to pick up 2 more...going to keep watching.
and...they are back for me. Maybe end of month caused a delay. Not sure, but definitely motivation to finish this quickly

A few days ago, Campaign challenges were mysteriously removed. Halo Waypoint challenges were removed years back. Now you're down to Only MP and Spartan Ops challenges, and there is no telling if those will go down too.
Setting a few things straight, you HAVE to boost MP challenges. It's pretty much impossible to do this legit with the minimal time left and the buggy nature of the servers.
Heres an EXAMPLE of the challenges for MP. You get 5 challenges at any one time.
Daily #1: Get 15 kills in a match
Daily #2: Get 15 Multikills
Weekly: Win 6 games of Capture the flag
Weekly#2: Win 4 games of Extraction
Monthly: Kill 400 spartans
These were just my challenges for today; they're always changing. As you can see, very hard to do legit. Luckily, the challenges are at least very self explanatory and very boostable.
October 18, 2021 update - Did not unlock at 25. Will try later today to see if it unlocks at a higher value.

There is a campaign challenge this week, but no Spartan Ops ones, so this info is bad (Only 4 total). They just cycle out. I got it today at exactly 25.

Remember, these guides are PERSONAL. For me, it popped at 28. For me, no campaign / waypoint. I can attest with at least 8 other people that they did not / do not have campaign challenges, but it’s hopeful to see that some people still do.

A guide and a warning towards trying for this:
As of November 21, 2021, if you haven't started this achievement yet, BOOST THIS AS FAST AS POSSIBLE!!! The reason I write this with upper-case letters are for reasons below. With less than two months before the 360 servers close, boosting the daily, weekly, and monthly war games may be the only way to complete them as the player base for the 360 'legacy' version of this game is practically non-existant and as many have stated, the servers are the most unreliable I've ever played on.
These challenges come in the form of Campaign, Spartan Ops and War Games, the latter of which are multiplayer matchmaking only. These come in the form of Daily Challenges which must be completed within 24 hours of becoming availabe, Weekly which must be done before the end of the week, and Monthly challenges which must be done by the end of the month!
CAMPAIGN: The Campaign challenges involve beating a certain mission either on Heroic difficulty with a certain skull activated (Iron which will restart the whole campaign level solo, or at a checkpoint on Co-op), beating a mission on Legendary, and the worst being beating a mission on Legendary with certain skulls activated (Don't even bother!). If it's a Legendary difficulty level with the Tilt, Catch, Tough Luck, and Thunderstorm skulls added, just don't even bother. If it's just regular Legendary difficulty without skulls, they're doable albeit annoying at times. If it's a Heroic difficulty with an Iron Skull, you can bypass restarting by having a second controller active. The challenges change over every week so if you've given up on a campaign challenge, wait till the next week and hope an easier one replaces it. I went through this three times after giving up beating levels on Legendary with skulls as they made certain enemies near invincible and I used up the only ammo I could use to take them out.
SPARTAN OPS: These involve killing a given number of a certain type of enemy such as Grunts (I laugh every time I stuck a plasma grenade on their head or right on their ugly goblin faces), Elites (Man are these annoying), Crawlers, or Knights (Like their Covenent counterparts, the Elites, the Knights are a real pain in the ass at times, even on easier difficulties). These can act as a buffer if you find some of the campaign or war games challenges impossible to complete. They change over every week.
WAR GAMES: These are where much of the difficulty lies and where I can't stress it enough that you should absolutely boost these, especially ones that are a grind to get such as 60 kills with the DMR, or 80 players altogether within a day. These challenges can only be done via matchmaking. They cannot be done on private or custom matches. Because of the age of the game, and the dwindling player base, boosting will be your safest bet. If you can get a team of players (with extra controllers if needed) as the playlists require a bare minimum of players to start a game.
WARNING ABOUT WAR GAMES: The servers for the 360 edition of Halo 4 are very unstable and they are probably the most unreliable online servers I've ever dealt with. Be prepared to endure great aggravation, or even storming off, as the game is prone to 'restarting' matchmaking searches or aborting the search and booting you back to the lobby. I can't tell you how many time's I've gotten all required slots filled with 'incoming' players only for it to restart the search and ultimately boot me back to the lobby.
These servers are the worst I've ever had to contend with and I've had more than one occasion where I was more than halfway through a daily or weekly only to be forced to give up because I couldn't get a game started. That's why I stress that boosting is the best, and in most cases, only way to complete most of these war games challenges. It wouldn't be the case if one could complete them by taking on AI bots on 'custom' or private matches. Unfortunately, the War Games challenges can only be done via matchmaking. Private, or Custom matches will not work.
