Just got this today. Was randomly forging with my game set to public when a person randomly joined. After ending the game and starting it again, the achievement popped as it was loading. I didn't need to add them at all.

Simply invite a friend to your fireteam then start a new Forge game. Alternatively, you can either start a public session and hope someone joins or use the custom games browser and join a Forge game (just make sure it is a Forge session not an actual game).
