Me and some friends tried for an hour to get it to pop, but what eventually made it work was the following:
- We all added each other as xbox 360 friends (go to their profile page on Xbox.com, click on the "friend" dropdown box next to their name and click 'Add Friend - Xbox 360'. They might need an actual X360 to accept it though, unsure).
- We were not in a Fireteam.
- One person started up a game
- Once the game fully loaded and the host spawned, the others clicked on his name in the Friends tab of the game and chose "Join".
- Whenever 1 person joined, it popped for the host.
We did this with everyone hosting just once, and everytime 1 person joined, it popped for the host.
On a sidenote: I don't know if the 360 friend request has anything to do with it, but better safe than sorry, right? :)

Ill add that we had a total of 5 people, you still need at least 4 total people in the game for the achievement to have a chance at popping. It also could pop when you join or when youre hosting, so that aspect seems random.

Had a little trouble getting this to pop so here's what worked for us:
Have ONLY 3 other friends in your fireteam, no more, despite what the description says. Be sure you've all added each other and there's only 3 others (4 total including you) in the lobby. Then start a custom game and end it after you all spawn in. Once you return to the lobby then it has the potential to unlock. That's what finally did it for me personally... Unfortunately this achievement is very buggy and there doesn't seem to be one set way that works for everyone. Just keep trying in multiple sessions and it's bound to pop eventually.

Unfortunately not having any luck with this one. It's the only achievement I'm missing, so hopefully they patch whatever's acting up with it and I'll be coming back to it in a week or two.

My experience was different. I joined a match off of one friend with about...probably 6 or 7 other players total. Was surprised to see this unlock, especially when I wasn't friends with the rest of them. YMMV, I guess.

Just got this today (first time playing this game) and after i joined a random game in hopes of getting Community, this popped. i did not have anyone in the game as a friend, i merely joined a fire team by chance when i joined a game.

This can be glitchy in a good way: they dont need to be your friends. If you join a custom game with three or more people then play through to the end, so long as there are still three other people in the match you should end up in a lobby as part of the Fireteam.
