First you have to have unlocked a helmet or armor to change to. I was able to get one from packs. From the main screen hit Start>Requisitions>Store>Bronze Packs. They cost 1250 REQ points each. I sold the unwanted items back and was able to obtain an armor piece on my 4th pack, I started with 7000 REQ points and ended with 2000. It is completely random and you may need more or less boxes to get an armor piece. Check the My Packs under the Requisitions tab, you might have some free packs there.

did it without spending any $$$ I went to the requisitions and instead of store I went to My packs and there was some there already (I'm guessing from beating the game?) Not sure but either way I was able to unlock so thanks for showing me where to go :-)

In the Main Menu, press to open up the Spartan Hub. Open the "Customization" tab and then select the "Spartan Appearance" option. Now you can change your armor set, helmet and visor color. After making at least one change to your Spartan's gear, press again to save your changes and the achievement will unlock.
