The first Needler challenge is easy to do because the needles reach the target automatically and the enemy explode (it looks like they need more than the 7 needles from previous games).
Shoot 15 needles on each enemy if 2 of them are close, reload when you aim at another enemy, rinse and repeat. And shoot even when the timer ends. You may not get it on first try but on second try you will know where enemies will appear.

Boom first try. Like you said keep firing after the timer ends since I was able to unload a whole new magazine after for the last kill!

The quickest and little-to-no effort weapon I ended up doing this with was the M41 SPNKR Rocket Launcher. As long as you can take out a group for the majority of the time (the proximity of a rocket typically can take out at least 2 standing by each other), you'll be able to get 3 stars in each tier!
It was the first weapon I completed for all 3-stars which will help towards the Augmented achievement as well!

Go to academy, then weapon drills, then do Needler 1. I believe you only need 14k points, which is pretty easy. Here’s a video for reference.

To get this Achievement you must finish a Weapon Drill with a 3 star rating & 2 easy guns for this are the Needler or Rocket Launcher.
The Weapon Drills section can be found in the Academy Section at the main menu.
You can also earn the Augmented & Sharpshooter Achievements alongside this one
