At the main menu screen select the third option down for Academy and then the first option to start the tutorial. This should take 5 minutes of following waypoints, a few cutscenes and testing some weapons.
During this you will interact with a panel to install your AI and unlock another achievement 'Just The Two Of Us'.
You will then do a mock ai team battle which will only take another few minutes. Once the match ends the achievement will unlock.

I went through the whole thing and it never unlocked for me

This is the way to do it. As soon as the game went live the achievements popped and synced on here for me, along with 1000's of other users, before I even made these guides. You can see in the tracked gamers above ^. With the amount of people online the servers would be hammered, so you can expect some delays in achievements popping.
