Update 11/23: As others have pointed out, completing a single challenge for the Fracture: Tenrai event will unlock this achievement, which is exponentially easier than the original solution. This will likely also apply to any future limited-time events (as long as they have associated challenges), so if you missed Tenrai, it's probably best to wait until one of those rolls around.
Fracture Tenrai event dates:
Week 1: November 23 – November 29, 2021
Week 2: January 4 – January 10, 2022
Week 3: February 1 – February 7, 2022
Week 4: February 22 – March 1, 2022
Week 5: March 29 – April 5, 2022
Week 6: April 19 – April 26, 2022
Here is the old solution in case you ever want to attempt this while no event is active:
You can earn this is by completing all of the Weekly Challenges, and then subsequently the Weekly Ultimate challenge. This will unlock the achievement and whatever the weekly cosmetic reward is. This can be a bit time consuming and involve some luck because some of the challenges can get very specific. Be aware that not all of the weekly challenges are active at once, you can view your Upcoming Challenges too, which will swap in once you complete the active ones. After you complete all of them and there are no upcoming ones left, then the Ultimate challenge will kick in.
I'm not currently sure how much variance there is in what kind of weekly challenges you will get compared to mine. Many of the challenges were earned just by playing, but a few of them involved using a specific weapon/vehicle or were tasks like using the Repulsor to knock people off the map (camping near the Gravity Hammer/Energy Sword spawn on Recharge is great for this).
Another tip: you can earn challenge swaps via the free Battle Pass or by paying money, these can be useful in case you get a really annoying challenge or a glitched challenge, which happened to me. I had a challenge for getting a kill with the Heatwave that never tracked, so I swapped it out.
My Ultimate challenge was simply to complete 15 PvP games, which I'm sure will vary week-to-week. Feel free to ask any questions about specific challenges or contribute additional info in the comments

On the console (or specifically, when using a controller since I'm on PC too but playing with controller), it's the button Y. Same location.

I believe you have to complete 20 weekly challenges to clear out your selection. I read something that mentioned there being a larger pool of challenges that you get a random selection of 20 from, that way not everyone is attempting the same challenges at once, making it more manageable if you need kills with a specific weapon for example.

So apparently weekly challenge progress is being reset in a few days and the ultimate reward is being granted to everyone, not sure exactly how this will effect the achievement. It might be worth hurrying up those grinds or waiting until next week to start trying

So I think im one of the first people to do this. You basically just have to do all 20 of the weekly tasks within the 7 days. (Day 2 of 7 for me). You can also use the swaps for easier tasks; This wont effect you getting this achievement.
You'll know when you do them all because you won't have anymore. Eventually the weekly tasks stop coming. Just grind it out.

You have 3 (or 4 with Battle Pass), “Active” challenge slots, these are the ones you can do.
Press Y to see “Upcoming Challenges”, what they mean is the rest of your weekly challenges in the queue, as you complete the “active” ones they’re replaced with “upcoming” ones until you’ve done them all.
It’s a bit clearer on the HaloWaypoint website or app (swipe right and tap to expand) than in-game.
They reset them yesterday for everyone, I only had a few left and then had a brand new full set.

Swaps literally change the challenge to something completely different, but with the same tier. It doesn't swap challenges with the ones in the upcoming challenges list for you.

Yes - I had a server drop though as I was exiting to the multiplayer screen after finishing my 15th match. In game now says all weekly challenges and ultimate challenge complete, and the right side "Hello World" panel is also gold, saying complete. However, I've checked on Waypoint too - it says all challenges complete, but "Hello World" is not complete. Seems that disconnect has cost me, and I can't reactivate / recomplete anything in game. I've also tried uninstalling, clearing cache, and replaying all game types, with no luck yet.

I did all of the weekly challenges this week and the ultimate challenge is to win 17 matches. God damn it. I really should have gotten this during the Tenrai event. For what it's worth, I haven't seen anything that confirms there will be more limited events.

God I'm so glad I didn't swap the double kill for tactical cuz I'm lazy to play that mode. Until I read your guy's comments and saw some ridiculous challenges. Like fusion coil kills or destroy people's kill streaks. The hardest I got was just 10 kills with sword and that's cuz it wouldn't spawn a lot in fiesta. This achievement took me like 5 hours to get. Glad it's done.

EDIT: Funny thing is that with a couple of challenge swaps and not too much effort, I completed the full range of weekly challenges by the next day as well. The ultimate challenge was complete 10 PvP matches.

When you're in the Multiplayer lobby, press Y and you will be able to select the challenges menu which will show the list. Then at the bottom of the screen you'll see a button prompt for upcoming challenges. Not at the console atm so I don't remember the specifics but hopefully you can find it

It appears as though "kill an enemy spartan with the heatwave" and "kill 3 enemy spartans with the pulse carbine" (both in PVP, yes I was in PVP when doing them.) are bugged. I'm not sure why. I got 3 kills with the pulse carbine AND a heatwave kill in the same game and it didn't progress anything. I tested this in quickplay, BTB and ranked. no mode made those complete.
I used my challenge swaps on both of those but I'm 110% sure other challenges are bugged like this too.
despite it stating PVP I tested bots too after all those modes and it didn't work, because, I thoughtmaybe they screwed up the wording and meant PVE.

The swaps literally save you hours if you can just save them as you level for some of the more annoying ones. For me - I do not want to try to kill 20 people with the Banshee bomb, as an example, or the Wasps' turrets. These became something more manageable (luckily) to "win 3 slayer games" and "win 2 BTB". Save your swaps for a week you're really committed, you'll likely need them. Also, the ravager sucks as a weapon even when charged lol -- got this 2 days ago just wanted to comment that those swaps are huge.
