How to unlock the Too Many Goodbyes achievement in Halo Infinite - Definitive Guide
Unmissable.
I found the Sentinel Beam to be the best weapon to fight her shield down. Also, you can use the Gravity Hammer that you can obtain during the 3rd wave to really give her damage. Mind you, I played on Normal and there may be better ways to defeat her on higher difficulties.

I play on legendary and can confirm the cinder shot melts her shields in one clip. Theres a rack of them in the boss room. Melee is good too, i just hope you can swap from thrusters, to grapple quickly. Because if you cant youll die

Best strategy in my opinion for Legendary and any difficulty is to take a Sentinel Beam and an Energy Sword before triggering the fight. You will want to go on/near a balcony as they provide infinite ammo crates for the Beam.
Just melt every enemy that faces you. don't forget to use your scanner and shield to help you, and once you finish a wave, take out your energy sword. Rush the Harbinger, take down her shield with the sword and then melee her with the Sentinel Beam until she flees. Rince and repeat for the 2 next waves.
For the 3rd and final wave, she will send a Brute Chieftain, with his trusty Gravity Hammer. Do your best to avoid him, kill every other enemy and keep him for last to avoid getting shot while you beam him. Good thing to avoid him rushing you with his Hammer is to use your Grappleshot to switch between upper and lower area.
Once you finish the wave, it's time for you to deliver the last blow to the Harbinger.
Congratulations Spartans, time to Finish the fight.

*** Regarding unlocking the Bandana Skull ***
What the guide doesn’t tell you - is there are a few variables that will affect if the door will be available.
1. You must do this in one playthrough - so in essence if you die before you get to the skull room, it’s mission restart - reloading checkpoint does not work
2. When you enter the first room with the sentinels, you need to make sure you spend at least a minute running around the level, so that ALL the sentinels spawn into the game. If you Spider-Man through this part, chances are it won’t spawn them all bricking the door at the end. I’d also recommend killing a grunt so it updates progress and enemy count behind the scenes before you move on.
From this point, you can grapple your way to the door needed for the skull, bypassing all the flashbacks. I did 6 runs where I reloaded at the checkpoint outside the sentinel spawn. Checked the door - everytime it was locked.
Restarted the mission, did the above in one sitting, did not die, killed a few grunts on the way for good measure, and the door was glowing blue on arrival and grabbed the skull.
