You will unlock this ability, and therefore, the achievement, on mission 4: "The Tower".
After the first act, you will enter to the tower with a gravity lift, once you are in, you will find a distress signal up ahead with pieces of a Spartan armor, interacting with it will trigger a cutscene, once it is done, you will unlock the Threat Sensor, which will come in very, very handy for this mission.

This achievement is glitched. Didn't unlock for me along with the opening first locker.

Did not unlock yesterday. Did a speedrun to the same place where I'm with my regular savegame on easy today and got all missing achievements.

Never unlocked for me either have all collectibles, finished the campaign, and have all my abilities fully upgraded but this one never unlocked

Didn't unlock for me either as I was playing this spot when the achievement server was down. I doubt fully upgrading it will make this trigger.

Fully upgrading it does not unlock it. I have all the upgrades and this is something that just hasnt unlocked for me. I will wait but it may be quicker to start a new save and get it again on a different playthrough

Never unlocked for me either, hoping another campaing playthrough will. What's odd is i'm playing through steam. Steam detected and unlocked the achievement, but XBL didn't.

You only have to wait a little bit. Microsoft already announced that achievements are delayed and will pop in due time.

I have about 18-19 hours of campaign gameplay at this point and this one still hasn't unlocked for me. Completed legendary and everything. I'll soon go back and get my missions completed in under 8 hours so hopefully a 2nd playthrough will have it unlock for me.
