I played as Regret on a 3v3 map with 1 friend on the enemy team. I had 3 bases filled with blessed warehouses which generated 3000 supplies in a 90 second period, and one fully upgraded Temple. I used Regrets cleanse to kill unwanted units and eventually I had enough supplies, tech, and unused units at a reinforcement drop to get a scarab.

As per GrmRpr69's findings, you must have under 20 population regardless of how much population you have free.
The scarab finally popped for me when I had as close to 3,000 supplies possible and only 20 +/- population. Anytime I had more it would generate a bunch of random crap. Getting resources is easy, I don't need Bountiful Harvest, I just use the return policy of buying upgrades queued and then cancelling.
Play on Chasms on Heroic Difficulty. Use all 5 of the beneficial skulls and once you have all the other bases use the skulls that make your enemy stronger.
I Picked the Prophet of Regret since he can fly around the map if needed once fully upgraded.
Pick Captain Cutter as the enemy Leader because he’s the weakest of the six.
When you start your base fill it up Warehouses, 1 Temple so you can upgrade your power level, and 1 Shield Generator just in case.
Then buy all the turrets.
Once you get your first reinforcements go take the closest base and the nearest supply depo from the Neutral Rebels enemy.
For your new bases build one shield generator and the rest warehouses and turrets.
At this point you should have the whole map locked down and everything completely upgraded. Break up your army into smaller groups and send them to die by the enemy Cutter (If they’re too big they’ll usually survive and wipe out the enemy’s forces). I kept my Prophet and an Engineer by my first base.
Now it’s just RNG. Keep your population count under 15-20 and you’ll naturally generate over 3,000 resources before the timer ends.
It took me 31 minutes to get set up and get a scarab, but it could take less or more time in your game.
Oh and you can get the “Freak on a Streak” achievement at the same time while doing this. Good luck!
Play on Easy as the Prophet of Regret and choose Cutter as your enemy. Build up you warehouses and take over any other bases you can building warehouses on them. Also build a Temple and upgrade your tech level to three. Having turrets on all bases will help if the enemy launches an attack. Also upgrade the Prophet’s beam power tech. In order to receive a Scarab, you will need at least 4000 supplies and a population under 20 (not just 20 spare)
The trick here is to use the Prophet’s cleansing beam to kill your own units to free up space. Keep in mind, however, that the enemy will still attack from time to time so don’t leave yourself completely defenseless. This can take a while as even if you have the required resources and population, you are not guaranteed a Scarab as the game will often supply you with Wraiths or Hunters (hence why the Prophet’s cleansing beam is handy).
