How to unlock the Penny Pincher achievement in Halo Wars: Definitive Edition - Definitive Guide
Guide to winning in under 10 minutes with under 10 units unlocking these achievements:
Set game up with this:
1v1
Map: Chasms
Mode: Deathmatch
Difficulty: Heroic
Team: Captain Cutter
A.I.: Captain Cutter
1) Immediately fill your que with Warthogs and build 4 turrets
2) Once your first warthog is built run to enemies base and destroy the 1st building they started to build while spamming LT (all units) and continually attacking
3) Attack and destroy main building
4) Destroy any enemy remaining units making sure you don't accidentally build over 10 warthogs (cancel building que if needed)
It should take no more than 5 minutes.
The Big Al's Scooter achievement in Halo Wars: Definitive Edition worth 32 pointsWin a Heroic Skirmish Game against the AI in under 10 minutes.

The spamming of the all units button is unnecessary if you place a waypoint behind the enemy base. Otherwise, great guide.

You are right it's not fully necessary but its more control especially if the enemy has their warthog running around you will want all units in ur control.

Your best bet is to use a covenant leader in Deathmatch to bum rush a UNSC AI. I played on Chasms in a 1v1 Deathmatch against Forge, made a temple for Regret, and a hall for 3 Wraiths. After a few tries i was able to get to the enemy base and destroy it everything with the cleanse beam before too many units were made.

Here's a guide how to do "Penny Pincher" and "Big Al's Scooter" at once.
I hope you enjoy.
Start a 1v1 Deathmatch on Chasms.
Take Cutter as your hero and Forge as your enemy.
Set the difficulty to heroic, of course.
Now build 9 warthogs and try to rush your enemy's base before he can build even one building.

As others have suggested, a 1v1 warthog rush on Chasm is the play, but there are some important details left out that will help you out.
1. Do not pick Cutter for your opponent! He can spawn Elephants out of his main building and those can tank your Warthogs long enough to spawn Marines and Spartans! Don’t pick Anders either as the Gremlin is strong against vehicles. The correct answer is Forge because his unique units can be splattered by your Warthog rams.
2. Don’t bother with your own base turrets. If done on Heroic, they won’t ever see enemies.
3. Immediately fill your warthog queue and send the first warthog to start wrecking Forge’s first building. If Forge gets Grizzlies or Vultures out, it’s game over.
4. You will need to micromanage individual hogs to target turrets and buildings as Forge tries to build them. Don’t worry about killing the base quickly, you have ten minutes if you’re trying to combine this and unlimited time if not. Just knock out turrets, buildings and his mechs/hogs (in that order!) and chip away at the base with whatever Hogs aren’t busy.
Should be able to whittle it down in less than 3 minutes and double dip the 10 min achievement.
This should be an easy unlock if you follow these steps. If there’s demand I’ll upload a video.
