How to unlock the KillJoy achievement in Halo Wars: Definitive Edition - Definitive Guide
As a UNSC leader, play a Deathmatch 1v1 with a friend who is either the Brute Chieftain or Regret. Drop a disruption bomb, have them stand outside its area of effect, call their ability outside of the area of affect, then drag their ability toward the disruption bomb. This can be done five times while a single disruption bomb is up.

This solution is good and should not have as many negative votes as it does. Tumbs up from me. I would add this can be done solo, but may be a hit or miss. That or the game may be glitched. Let me explain.
Game setup was Deathmatch, I was Forge, AI was Arbiter set to normal. All I did was placed two Grizzly Tanks at the bottom of both slopes that lead to the Arbiter's main base and captured all other bases on the map. Set to normal the AI normally only tries to leave the base through one of the two slopes. The Arbiter attacked, I released the disrupter, and unless I am missing something I got the achievement after one disruption.
If the game did glitch for me and no one else can replicate this situation you can still do this 5 times solo. Just kill the Arbiter each time, repair your Grizzly tanks with a few Cyclops units and wait for the Arbiter to return. It takes a bit longer, but you don't need to have friends online.

You people giving negative votes on his guides stop being salty he beat the game first. This guide has exactly what you need to complete the achievement.

Forge vs any Covenant (I prefer the Prophet as his power is the easiest to spot)
Build a vehicle depot and queue up Grizzlies and Cyclops. Capture the two other bases on the map. Place two Grizzly Tanks and a couple of Cyclops at the bottom of both slopes that lead to the enemy's main base. Use your Warthog to scout the enemy base to see if he built a Temple. If he didn't, either destroy a couple of buildings with your Grizzlies or restart again until he has a Temple. When the enemy hero attacks (I was up against the Prophet), release the disrupter. After one disruption, the achievement should pop. If it doesn't, kill the prophet, wait for him to respawn and repeat four more times (here, the Emperor Skull might come in handy, as it reduces the recharge times of your Powers).

Is there any way to force regret to use his power?
Also the skull you want is Emperor which reduces cooldown of player powers. Catch only affects your unit abilities (e.g. warthog ram).

Thanks, I updated the guide with Emperor hero power.
As for forcing the prophet, normally the AI should use it, as it’s Death Match and everyone has plenty of resources. If the prophet doesn’t for some reason, I made sure to kill all the other enemy troops and then attack him (but make sure not to kill him too quickly!) which should prompt him using the power to save his skin.

Play a Deathmatch on Normal as Forge against the Arbiter. Produce Grizzlys and take over the other two bases. At some point, the Arbiter will attack one of your bases and will enter rage mode. Select your disruptor and deploy it near the Arbiter. The ability will last long enough to cancel out the Arbiter’s rage mode five times. If for some reason it doesn’t, take out the Arbiter and any units he has brought with him and wait until he attacks again.
