How to unlock the Big Al's Scooter achievement in Halo Wars - Definitive Guide
Here's a guide how to do "Penny Pincher" and "Big Al's Scooter" at once.
Although it's a german guide it's pretty easy to follow up.
I hope you enjoy.
Start a 1v1 Deathmatch on Chasms.
Take Cutter as your hero and Forge as your enemy.
Set the difficulty to heroic, of course.
Now build 9 warthogs and try to rush your enemy's base before he can build even one building.

I got unlucky as the enemy had mostly built a barracks by the time I got there, and then built a second while I was still destroying the first, so I had some resistance but still managed to take out the base with the mac cannon just before my last unit got killed! Waited a minute to see of the enemy was gonna rebuild their base, but they didn't so I got this and penny pincher :) thumbs up!

Just start up a game 2vs2 with a friend on your team and two AI players on the other team. Right when the match starts out, have your friend turn his/her Xbox off. It will say that they resigned along with the other two AI players. This of course means you win since everyone but you resigned and you will get the achievement.
Also, I would just like everyone to know that I DID NOT GLITCH TO GET THIS ACHIEVEMENT!!! All that happened was my friend got upset and left the game, I had no idea that I would've gotten the achievement.

Yes this works, its the exact same way I got it. And no I didn't cheat, I actually got it by accident. I was playing it with my friend and he got pissed off and left...Achievement Unlocked :)

I got this achieve in 3 minutes flat using the following strategy:
Map: Chasm 1v1
Player Hero: Cutter
AI Hero: SGT Forge
Difficulty: Heroic
Preliminary strategy:
Straight out the gate pause the game and turn on all buff skulls (negative multiplier i.e. sugar cookie etc. you would need to have unlocked these by finding them in SP campaign) Then build one elephant and three supply pads. When your elephant is finished and while the pads are finishing move the elephant just outside the enemy base (not close enough to encounter troops or reveal the base buildings, but not way out in the promised land either) and lock down. Right away set your elephant's rally point personally to ensure the marines aren't walking off close to the enemy base and build as many marine squads as you can atm. When all 3 pads are complete build a barracks then finish up the rest of your open build spots with more supply pads. While waiting for your barracks to complete, queue up several more marines at your elephant.
Preparing the onslaught:
As soon as the barracks is complete purchase the marine upgrade and then, if you can afford it, upgrade them again(it will be VERY helpful if you can get 2 upgrades in). You may also want to upgrade your elephant at this time also. Hopefully you should have 8-10 squads at your elephant by now and if so this is the time to attack. If not, as soon as you do have that many units swoop down on the enemy base. The whole point of a "rush" is to catch the enemy off guard. Taking too long will greatly decrease your chances of success.
Tactics for taking the base:
When you move in, it is ideal to move your elephant into range of the base so its (possibly upgraded if you opted to do so)machine guns can help out. Micro manage the battle as soon at this point making sure to constantly use the grenade ability (or rpg if u happen to get to that upgrade). Also, prioritize buildings. If the enemy has 3 supply pads and a barracks, kill the barracks THEN attack the main base. Doing this will ensure the enemy cannot retaliate (except maybe with a warthog or two which will be taken out easily by upgraded marines). It will also be a great idea to build 2-3 flame troops and keep them right by the elephant in case the enemy tries to build a spartan to jack it. Just keep churning out those marines and you'll be surprised how quick the base dies with 15 marine squads tossing 'nades at it all at once!
This strategy is called an elephant rush and can even be quite effective against a human opponent if you are looking for a quick win against a player who builds up before attacking. Elephant Rush FTW! I got this cheevo in about six minutes. Don't take reactors, don't do anything but build, move, make marines, and rush. Thanks!

I played as the Prophet against Captain Cutter on Beasleys Plateu deathmatch.. I also got penny pincher at the same as this. What you should do is build a templa and the rest warehouses. While the warehouses are building send the prophet to the base to left and have him destroy it then send your ghost there and wait for the base to be available, while thats happening have the prophet go to the base in front of your first one and destroy it. By then your 2nd base should be available. After your second base is built send your ghost to the base you just destroyed, start building a scarab, and send the prophet to the base to the right. After that base is destroyed you can leave your prophet there. When your 4th base is built build a second scarab and when both scarabs are built attack Cutters base (make sure to use your cleansing beam with the prophet) if your unlucky he will have build a base to the far right of yours and make more time go by. He did that to me and i finished in 9:57 but got both achievements. Mines not the best way but it seems to have worked for me =)
Did this as Cutter Vs Forge on Chasm, deathmatch, auto(99). Right out the gate build 3 airpads. Train 5 hogs and a vulture, and take your local rebel base out, and build over it for 25 pop cap. Send hogs and vulture to Forges base while you build 3 more vultures (one per airpad to speed things up). Barrage his base then MAC blast. Retreat and heal at a safe rondayvoo (yeah thats how we spell it in Ozstraylia) point as you're reinforced by the other 3 vultures. Return to Forge's side of the map and finish him off with barrage and MAC blast. Also works for Penny Pincher.
very cheap but when i got this (my internet is absolutly horid and drops so much) i was playing with my friend and in the very beginning i dropped both me and my friend got big al's scooter and penny pincher. Friend is Kesen44.so yeah what you could is unplug your internet.
I was having problems with the warthog rush method, so instead I used the brute cheiftan on chasms 1v1 against anders. Immediately build a temple followed by two supply pads, then search for supplies with your chopper, with a supply pack you will be able to build a brute and immediately when your brute cheiftan comes out, send him to the enemy base. continue mass producing brutes and once your chieftan has reached the enemy base, send all your brutes through the teleporter in front of your base and place your rally point in the teleporter. destroy buildings coming up on the enemy base, and if the AI is building a barracks, destroy it first. if you have enough supplies after sending a good amount of brutes at the enemies, i suggest buying the inheritence upgrade at the temple.

You basically glass the map... Just be sure to beam one turret and aim right between his base and his most dangerous buildings... In my case first his air pad them barracks (vultures and Spartans) and chase the rest of his units, possibly an elephant - he can build them out of his base.
And this is why chasms is the ideal map: you can rush real fast - the time you take getting there makes all the difference - and he has nowhere to run to - his other units can't just take an empty base and restart, they will provably just run to the rebel base next to him, where you can finish'im.
