You just have to finish the horse mini game 10 times achievement will unlock after the 10th time. It doesn't matter how well you do just as long as you finish.
If you have a turbo controller just make the A button turbo and go do something else it will automatically restart and you can work towards your big spender achievement. If you don't have a turbo controller you can just let the horse run and don't jump anything you will still get the achievement but won't get any money.
