The first place I met one of these was the boss on level 3-1 Big game. The suggested level for this is on the easiest difficulty 6 but I had no trouble doing it with a level 5 character with a sword upgraded to level 15 or so. You can simply repeat the level 10 times it takes roughly 7 minutes per run. Try to get back attacks on the Ogre as they do around 2-3 times more damage , let the AI distract it for you or try to get it to charge into things and get stunned.

The walrus looking creatures in the current special event also coun towards your ogre kills I had only killed the ogre in 3-1 but did a few levels of the special event and the achievement popped after about 3 games

Current special event has an Ogre as a boss. Lvl 3 for 1st tier (1 ogre kill), lvl6 for 2nd tier (3 ogre kills)

while he's Seeing stars, And go full in hitting 
While Directing to him With You're 
. When i did that, he did not stood a chance and died before he could even hit me more then once!
