The fusion cores first appear on the very first level in The Barrens which is Level VII - Crusher
Just after you take the narrow curved walkway. You will enter a room with big barrels in, and blue lines running around the exterior of them. They emit an EMP when they explode. You can farm out the achievement here by reloading. As there is not enough in the campaign. I got this on my second run through, and did farm about 6 of them for the achievement to pop.
Alternatively, you can farm them on the boss fight, as there are flying robots carrying them. Up to you.

The achievement tracker isn't working for me and I must have blown over 100 of them up but its not unlocking. Any ideas?
