How to unlock the Turret Downgrade achievement in Harms Way - Definitive Guide
While both the previous solutions are basically right, I didn't feel they had quite enough detail. Apologies if this over simplifies it (but as they say, the devil is in the detail)
1. Select a multiplayer game
2. Press X to add a second controller
3. Select local/split screen match
4. Have your main controller as a buggy on team 1 and the second controller as the turret on team 2.
5. Select no bots and start the match
6. With the turret shoot at a green turret upgrade icon.
7. With the first controller drive the buggy over a red turret downgrade icon. BINGO!! Cheevo acomplished.

While no doubt this works it's a little bit OTT. You can do this with one controller while just being the driver. Quite simply drive over the turret with a red arrow pointing downwards.

You don't even need a second controller for this. Start a race under Local Split-Screen and hit A to get ready and then Start to begin and the game will give you the option to use bots for the rest of the empty slots.
EDIT: As mentioned by FedderTheGun you'll need to hit A twice or the game will say that not everyone is ready.

When in local/multiplayer start as the driver, once the race has begun drive through the 'downgrade' powerup (red) in order to initiate a downgrade to your turret.

Start a local multiplayer game. Just as Kryten1029a mentioned above, you don't even need a second controller. Have yourself be a driver and use bots for everyone else. Once the race starts simply hit one of the "green" turret power-ups and then hit the "red" downgrade power-up.
Hello there.
Easiest way for me was to start a multiplayer local/split screen game with only me, as a driver. When you start the game asks if you want to fill empty slots with bots and... volià, you just have to drive over the first downgrade bonus and you are done.

When in local/multiplayer start as the driver, once the race has begun drive through the 'downgrade' powerup (red) in order to initiate a downgrade to your turret. The achievement will pop after you have done this.
