In Chapter 1.3 you'll visit Agora's Arcade. One of the shops here is Slippie's. Once you enter he will immediately have you watch his infomercial and then try out his ski slope. There are dialogue options during this sequence, but you can choose whatever you want they don't affect the achievement or story. Once on the slope, lean back then forward to go down it and pop this!
