In Chapter 1.4, you'll need to deliver the rock to Brigitte in the Energy District. You will then do some minigames for Brigitte and then can continue with your other main objectives. At the end of the chapter she will message you. Open your PDA 
and read her message then return to her to collect the sample. DO NOT return to the lab and access the sample from the containers before returning to Brigitte.

I found this guide a bit confusing. Basically all you have to do is once Brigette messages you about the sample ignore her message (if you read it she says that she already sent it to your lab) and go straight to the Energy District and talk to her (she will tell you that you didn't need to go to her) for the achievement to pop.
Edit: Basically your last sentence is not well written and can create confusion (at least I got confused). The "DO NOT return to the lab and access the sample from the containers before returning to Brigitte." translated to me as do not go to the lab, but instead access the sample from the containers (I was like what containers?) BEFORE going back to Brigitte and I was going to places to find those alleged containers to collect the sample before going back to her in order for the achievement to pop up.
