The cowboy minigame is found in the northern part of Seahorse Dock in Wickland. To achieve the high score you need to score 1300 points. It shouldn't cause too much difficulty but a tip if you're struggling is to empty the gun and reload during the gap before each set of targets appear, that way you won't experience any unexpected delay if you have to reload during the short period when the targets are up.
