As you progress through the narrative quests, Patrick (the guy with the glasses) will eventually appear at the start of the 1st floor of each department. Exhaust his dialogue, then repeat for all other departments.

Mine unlocked early. Like I’d only gotten two of his dialogues and it popped. The same thing happened with the achievement for talking to Pump Quinn
