For me, I completed all the other narrative quests and then bought the cheapest christmas decoration from Muriel (the one at the top of her list).
This narrative quest started on the next run after I turned that one.
As with the other narrative quests, just exhaust everyone's dialogue whenever you see them (especially if they have an ! over their head) and you'll unlock this with time.
