Like the House of Kurds achievement, the easiest way to achieve this is to conquer the Sami lands, then release and play as Sami. The Soviet Union, Sweden, Norway and Finland all start with Sami cores, giving you a slight head start, and all Nordic countries have focuses to puppet or annex all other Nordics, meaning you only have to fight the Soviets for Murmansk.
