Important Note: You must enter the parallel dimension, Underworld before you can talk to a Cosmic God.

You can find a cosmic god, Undisturbed Defas Nemundis in the Arisen Dominion. From the Grand Gallery, once you use the four seals to activate the elevator take it to the Ministry Audience Chamber (fourth floor). Once there, do not go up the stairs. Instead, head to the council room and say you want to commune with the god. After that, head towards the elevator. Before you make it to the elevator activate the purple panel to your right to travel to the underworld. Now head towards the stairs, you can talk to him now. Make sure you go with the positive dialogue choices so that you can do his side quest.
