Once you complete the game, you can talk to CNMN to get access to a cosmetic shop. Purchase and equip anything to get this.

Players who own the Deluxe edition get costumes from the start and can use the mirror in the hideout to get this earlier.

If you don't want to spend gears you can actually unlock this by changing the current guitar equipped by Chai.

With the recent Anniversary T-Shirt Bundle update, this achievement can now be obtained at the first visit to the Hideout (start of Track 2) regardless of DLC ownership.

Deluxe edition players should have this option unlocked as soon as they start the game. Everyone else will need to complete the story first. Either way, in your hideout, talk to CNMN and access his store. You need to equip a new costume item to Chai or an entire costume for a party member. If you don't have anything unlocked, items can be purchased from the store for gears. Chai's scarf and shoes are the cheapest items if you want to get this done on a budget.

Once you’ve completed Hi-Fi Rush, you’ll be able to speak to CNMN in the hideout and buy new costumes from him for you and your allies. In order to unlock this achievement, you simply need to buy one item and then equip it.

You can get to the store after speaking to CNMN and choosing Costume, and then simply hit the rt.png. All you need to do is buy one item of clothing and equip that. It doesn’t have to be the full costume.

Do that, unlock this achievement.
