Very simple, once you have finished the story, you just have to interact with the arcade cabinet, it's on the left in the hideout.

Do you have to be at a certain point in the game before the arcade cabinet shows up in the hideout? I’m on track 5 mission and the arcade cabinet is no where to be seen.
