Just find all 200 cats, 12 special cats, and 20 people without using hints in Advanced mode.
If you want, you can backup your save to cloud, use hint, restore the save, find that elusive cat. Rinse and repeat the process to use hints but still get this achievement.
To backup/restore cloud save:
1. Backup - Open Xbox Guide - Game Menu - Quit
2. Restart game. Use hints and note where the cats are.
3. Restore - Open Xbox Guide - Game Menu - Manage Game Data - Saved Games - Your Gamertag - Delete from Console. Start the game and let cloud save sync.
4. Find the cats that you noted. Repeat as many times as needed from step 1.
