First, to find any special cats, you must be playing on the Advanced difficulty.
Ghost Cat is a special cat that moves and is not always on the screen, so you may have to wait a little for it to appear. It should aways float across the bottom row of buildings, so wait there and keep a lookout for it. I personally had luck waiting near the bottom-left of the screen by the Blue Vapor Jazz Club.
