After you do all of Toxxo's favors, he will throw you to the next platform. Straight and to the left, you should see a volleyball net and a broken structure. Beneath this structure is the Riddle Master. He will ask you 4 questions. Answering them right or wrong does not matter. After he gives you a package, he will start talking and give you instructions on how to become the next riddle master. Shoot him and the chevo will pop.

How do you get to next island if you’ve already done story line ?

There's apparently an underground tunnel that can get you back to that island.
Worst case though (and what I did) was use the portal at the beginning of the first area. You can return to your house, then set the portal up to go to the Ranch area (the one you need) and you'll teleport straight there.

Hi All
The Riddle Master can be found in the Duffalo Ranch area. They are in front of the ranch, on the left hand side by a crashed ship.
To get the achievement, answer the riddles and then take the prize. Shoot the Riddle Master afterwards
