How to unlock the A Starfish is Born achievement in High On Life - Definitive Guide

Missable
The key to unlocking this achievement is timing. If the Drum is gifted too soon Globo won't progress at all. If you gift the Drum too late into the Story you'll run out of time and not see him appear on TV.

Here is both a video and text step by step guide on getting this to pop for you every time:

Start a new game.
Defeat 9-Torg in the Slums.
On your way home speak to Globo and his friend.
Hand in 9-Torg's bounty.
Defeat & hand in 2nd bounty (Douglas or Kurbis).
Don't start the 3rd bounty!
Buy the Drum from Mr. Keeps Pawn shop (78 Pesos).
Gift Globo the Drum.
Defeat & hand in 3rd bounty.
Check in on Globo - He now has a crowd.
Defeat & hand in 4th bounty (Dr. Giblets or Skrendel Bros).
Check in on Globo - He's gone but talk to his friend.
Defeat & hand in 5th bounty.
Check in on Globo during Blim City Invasion mission - Globo posters everywhere.
Defeat & hand in Nipulon's bounty.
Warp to Blim City and Globo should be visible on the TV Screens beside Blorto's Shop.

Most of the check-in steps aren't required for the achievement to pop. But it's nice to see the progression is moving and hasn't bugged out. Once you see Globo on TV the achievement should pop.

Can confirm this method works. Just unlocked it. The only thing I did that wasn’t mentioned in the guide, was I exhausted all the dialogue options whenever I spoke to Globo or his mate. Apart from that, everything worked exactly as Lordacris said.

****PLEASE READ BEFORE STARTING NEW GAME IF MISSED****

I gave Globo the drum as soon as possible, even before I finished the first bounty. This resulted in him freezing for my entire playthrough.

After going back to finish the the 'Mods Please Ban' achievement from the recent TU, I double checked if the update may of fixed this, or at least moved him.

I went back to Blim city to find that Globo and his buddy had gone, so I checked the TV's nearby, and there he was!! That beautiful achievement pop was music to my ears!

I am not sure if this will work for anyone else, but I would like to pass on the info instead of you trying to start a new game like I almost did.

PS. I think this will only work if you gave him the drum early and froze. I never seen any of the posters or had any of the conversations with his friend throughout the game.

i did all the steps, the day this game came out. nothing.
signed back in to the same save file today, saw him on tv, achievement unlocked. no need to redo anything for me, in end game.

Looks like it has been patched. As far as I can tell, (assuming you're like me and already finished the game before the patch and the achievement didn't pop) if you gave him the drum at any point before the 3rd (I think) bounty, the achievement will pop for you now if you load back up your game and go to Blim City. You'll know if it's working if he shows up on the TVs around the city.

Sadly, this one eludes me. 😔 I bought the drum like my first time in the store. Gave it to Globo, and checked in on him every time I was in the area. I see posters everywhere, but nothing on the TVs. Before, during, and after Nipulon. As well as Garmantuous. Nothing. That includes a good 100 attempts of exiting to the main menu.
Oh well. Definitely wasn’t going for 100% anyway. Backtracking for lugboxes, with no (full) map or waypoints, that’s a hard pass from me. Lol

I'm playing the game after the patch. There are Globo posters around Blim City, but he doesn't appear on any of the TVs, so I can't get the achievement. I've already killed the final boss. I don't think the patch fixed anything.

For those who don't want to do a new playthrough, newest patch today still doesn't fix this without having to do a second playthrough. Just tried to get it on a previous load and it isn't popping up on the TVs anywhere.

I was able to get the Achievement today after most recent patch. Loaded up a finished save, didn't have to do anything. Check the TVs in Blim City if Globo was stuck.

So I have this bug where if I am offline the achievement does not unlock and I basically miss out on the achievements unless I start another playthrough, well managed to get Globo on TV but I was offline and it didn't pop... but looking through the comments some said that the achievement unlocked by just watching TV with Gene so I afked at the house (when I was online) and for around 10 minutes and it unlocked. I was really frustrated for a sec, what a relief... Hope this helps

I missed this on my first playthrough, on my 2nd I gave him the drum after completing the first bounty. The achievement unlocked after completing dr giblets which was my 4th bounty

If doing your 1st playthrough you can just follow the guide since you'll be doing everything anyway, but if you missed this and want it ASAP then now that this game has been updated I don't think theres any problems with doing it right away as mentioned above by Schwarzio and cheeky315.

-You can talk to Globo and then buy him the drum before even turning in the first bounty.
-Check in with Globo after each bounty
-After the 4th bounty you'll be able to see him on the TV

(Go next to Blorto's shop on Blim City until you get the save icon in the bottom right. Then look at the nearby TV's and if it's not Globo playing drums then reload checkpoint. Took me 1 reload to get it after turning in the 4th bounty.)

So this saves time from having to do an extra 2 more bounties again for the 2nd playthrough and if you speed through probably only takes 3-4 hours to get to at most.

I am not quite sure when I bought and when I gave him the drum. It was someway half through the game after the 3rd or 4th bounty. Anyway, after the final end boss, I went to the city and he was on TV and the achievement popped. So worth a try, even if you did not do the drum stuff earlier...

Thank goodness I found this guide when I did! I was literally right about to turn in the 3rd bounty when I did this. I can confirm that even if you kill the 3rd bounty as long as you talk to Globo first when you return to Blim City before you turn in the bounty it will still unlock. This guide is literally the only reason I was able to unlock this achievement in one playthrough. Thank you as always Lordacris!

So I followed up this guy's guide up to the crowd point. I can't remember if there was something else since I had put down the game for a couple of months. After defeating Krubis I immediately bought the jetpack and couldn't find Globo, so I did the bro bounty and while looking for him I heard music coming out of some random TV and last thing I know, I get the achievement.

Confirmed you can get this earlier.
1) Beat 9-Torg but don't hand in DNA to Bounty-5000
2) Meet Globo and his friend, exhaust all dialogues
3) Buy the drum and hand it over to Globo, exhaust all dialogues
4) Hand in 9-Torg's DNA to Bounty-5000
5) Meet Globo again and you will find there will be crowded already
6) Beat your second bounty and hand in the DNA
7) Meet Globo's friend(Globo has left), exhaust all dialogues
8) Beat your third bounty and hand in the DNA
9) Go out and find they've all left and posters everywhere
10) Beat your fourth bounty and watch TV in Blim City
this will save the time of 2 bounties for you as this guide

I tried this twice jayasme. Each time I started a new game, went and beat 9-torg, came back to the city the drum has no name when viewing in the store, if i buy it the drum is not in my inventory and I am unable to talk further with globo and his friend. I even tried turning in the bounty and starting the next bounty on my second attempt. Globo and his friend are still there unable to talk and the drum is not in my inventory.

I had the same issue, @Daddy Hodor -- bought the no-name drum before completing the first bounty and ended up with nothing in my inventory. I just turned in my bounty, re-visited the shop and the drum (with name) was there for purchase again and this time I could hand it over.
EDIT: Just followed the progression from there on and Globo showed up on the TV after defeating Giblets/Skrendels, but the achievement didn't unlock. Ugh.
EDIT 2: It just unlocked when I started a New Game, after it showed the starting sequence.

I gave Globo the drum before doing the second bounty and it made the steps happen sooner. When I finished the second bounty, Globo already had a crowd and after the third was already gone. I know people have mentioned doing this messes with achievement, but it's possible devs fixed it. If you want to skip the Nipulon fight, you could try doing this and see if it unlocks for you as well. I unlocked it while on the walk to Applebee's.

Followed the guide, posters were on the wall before the last bounty, went back to check out the TV several times during the last part of the game, dude's never on. Missable achievements that are also buggy should result in serious fines for the devs.

Hello everyone, so first things first this one was very tricky for me as it took me four tries to get it, so what you need to do first is when you do the Torg bounty do not I repeat, do not go to Globo and give him the drum what you need to do is finish another bounty I did Douglas first, after turning the Douglas bounty I went and talk to Globo and his friend -or father- then I went and purchased the drum and I went back to Globo and give him the drum exhausted all conversation options. Then what do you need to do is do another bounty which would be Kurbis then you turn the bounty. and you’ll meet up with the mayor after that go outside the house and you will see the crowd and it would be daytime then exhaust all conversation options with the father and Globo then you would proceed to buy the jet pack, and the daytime will change to night time. Then do another bounty. It would be the brothers after you finish up and turn the bounty go outside at night time you will not see Globo you will see his father. Exhaust all conversation options with him and you’ll find out that he signed a record deal with a label company. then do the doctor goblets bounty and then turn it. Then you will get the news about the sister and go to Applebee’s on your way to Applebee’s. You will see Globos posters on the wall, but you will not see his performance on TV. You have to finish the next bounty, which is the one before the last boss after that turn it do not talk to Glenn for final preparation instead go to Blim city automatically the video of Globo will be played on TV in the café on a loop you do not have to reload the checkpoint and it will be in daytime .
PS do not reload the checkpoint before finishing watching the Globo performance on TV on the mentioned day because if you do all the posters will disappear, and the video will not be shown.
Hopefully this answers all your questions about this horrendous achievement.

This achievement should be marked as missable achievement on TA don't know why it is not when the others are as this one is the worst one to miss as u have to replay the game again all the way to the end unlike the other missable achievements.

For me, the achievement pop after beating the game! watching tv with Gene on the sofa (in our house) and trying to get another "Epic Legendary Prize" achievement. Pops when the ad with muppets (socks) blue and pink were on tv... i don't know why, if it's glitchy or what but i get it that way.

I’ve completed all of the globo requirements up to getting posters appear everywhere but I can’t get him to appear on tv. I gave the drum at the first opportunity, spoke to them whenever possible between bounties & the 'chieve popped when I watched him playing on the various screens around town. So sorry, but this guide is not necessarily the way to do it. The game must glitch in different ways for different people, or not at all....

That’s lucky. I gave him the drum the first time I saw him, not even knowing it was an achievement, and every subsequent time I’ve walked over to them there are no dialogue options and he’s still just playing the drum. I’m on my way to the final boss, so it looks like another play through for me.

After I beat the game and watched the annoying countdown, I was about to warp towards Blim City when Kenny just started randomly talking about Globo. Maybe you have to have Kenny equipped during the countdown, maybe you don't. But it popped for me regardless, so I'm not complaining.

This achievement seems to be very buggy. I had only interacted with Globo twice when I got the achievement.
1st interaction: To give him the drum
2nd interaction: When he was still playing the drum in the corner where you first give it to him.
(I’m assuming before he became famous)

There was one point where I interacted with the friend at the same spot Globo was prior to becoming famous.

I then played the rest of the game all the way through and finished the game. (Never seeing Globo again btw) After finishing the game, I was standing in the living room of the house when Kenny started talking about Globo and the achievement popped for me.

I’m curious as to if this has happened to others as well.

Quick FYI. I bought and gave Globo the drum after 9 Torg bounty before starting second. The progression was still the same for after each bounty (crowd all round him, to him being signed, to both him and father? gone and posters placed on wall). You'll then see Globo on the outside TVs on the way to the slums to go-to Space Applebee's after Dr. Giblets bounty. That's when it popped for me.

Can confirm that this has been fixed with the latest patch.
As soon as I could buy the drum I gave it to him in my playthrough, and then I never got any further prompts all the way to beating the game. No crowd, no poster, no show even in post game.

After this latest patch as soon as I went to Blim City the poster is now present, and the performance is playing on TV, causing the achievement to properly pop as soon as I watched it.

So all I had done was give Globo the drum completely at the wrong time. And never had any of the other steps happen (or completed them) never even spoke to his dad or anything like that. Just simply gave him the drum. But I loaded my save after the patch and heard some of the TVs with an ad about him. So if you’ve done the same step as me pre-patch If you go watch some of the ads and find that one it should pop too

Similar to the last comment, but I can't get this to spawn for the life of me. Ran around Blim City, looking at the posters, waiting for ages for the ads. Force change the ads at the tv in the house for ages...nada. I gave him the drum, saw him in the crowd but never spoke to the dad. Annoying how this still isn't working, don't really want to do another playthrough just for this...

Fairly sure you're only meant to give Globo the drum and watch the TV clip, but it's badly programmed and glitchy. I gave him the drum, saw the crowd watch him play, alien Homer Simpson/dad told me he'd got a record deal, and he said he hoped Globo would mention him on TV - but I never saw any posters or the TV clip (before or after completing the game), so I got nothing!
I might try going out the front door and dying in the toxic atmosphere - because you respawn indoors with a TV clip playing, and that's how I got the countdown TV clip achi first go (reloading checkpoint and going in/out of the portal didn't work). So, unlike HalasterTheMad, I can confirm it's still not fixed at the time of posting.

Highly missable, and spans across the entire game.

There are a few steps to completing this, and they should be started as early as possible in order to allow for all steps to take place. They are ass follows:
1. Wait until AFTER you complete either Kubris or Douglas Bounty. (If given too early, the next stages will not progress)
2. Talk to Globo's dad in Blim City, located outside of the house, slightly to the right, by a building.
3. Go to the Pawn Shop and buy the Drum for 78 credits,
2. Gift the drum to Globo and his dad in Blim City.
3. Return to Globo after completing 1-2 bounties and he will have a crowd near him cheering him on. Talk to the dad, and they'll thank you.
4. After completing another 1-2 bounties, return to this location and speak to the dad again. He will mention Globo was signed to a label.
5. A bit later on (even after the final boss), Globo posters can put up around Blim City. If they do, you can watch him performing on TV in Blim City to unlock this.

NOTE: Many people are reporting that this process does not work correctly on a 2nd playthrough or game save. In many cases, it seems like on subsequent plays of the game, the crowd does not appear.

I seem to be really struggling with this achievement.

I just started a new play through, got as far as beating the three brothers and now on the Bounty for Dr.Giblets. I feel as if I'm on another playthrough where the crowd around Globo is not appearing?

on this and my previous save, as soon as i could, i bought the drum, did the initial conversation there where you give the drum and for every mission change after that i kept going back and checking on them both, but i get no new interact options and now I'm this far - i haven't seen the crowd?

Could there be any key decision points that affect this? does checking too often break it? on this second run through i have the drum before talking to them first and then buying it, does that change anything?

if anyone has this achievement or know any more details on the steps required to trigger i would much appreciate it! this is a difficult one!

Well, after I did 1st bounty, I bought and gave the boy the drum. Went to see him after 2nd bounty, nothing. Went to see him after 3rd bounty, nothing. Went to see him after 4th bounty, nothing, still no crowd around him and they won't speak to me. On my way to 5th bounty....
In my first walkthrough, I gave the boy the drum after 3rd bounty, the crowd was there after 4th bounty, crowd was gone and father talked about he signed for record after 5th bounty, no poster ever show up between then and the end of game. Even after when I came back, no posters. This thing is weird and none of the guides here work.

I've just had another interaction with the dad in the same place right after getting the mag boots. Globo wasn't there but he said he had been signed to a label. so possibly will have another interaction later on.

A buddy and I got the achievement doing the following:

1) Kill 9-Torg and Douglas.
2) Give Globo the Drums
3) Kill Krubis
4) Talk to Globo’s dad and check out the crowd
5) Kill the Bros
6) Talk to Globo’s dad
7) Kill every other bounty target including Nipulon.
8) Do not proceed to the final boss, instead go to Blim City
9) Globo’s concert will be playing on a loop by the dining area.

this achievement can be buggy , i gave the drum to the kid very early in the game and was checking on him after every bounty and he is always in same situation never changed for me , he just playing the drum with father only . even after beating the game still same condition for me

Gave the drum after Skendral Brothers. Interacted with dad/Globo after every bounty. I think it was after Nipulon that I got the record label interaction, but it might have been the one before. Beat the game, but the TV's in the café don't show any ads for Globo, same with the TV in the house.

It appears if you give him the drum too late, you can't get this achievement. I gave it to him with only 2 or 3 more bounties to go (including the final boss) and I just can't get him to appear on TV. Been trying for awhile now.

The guy next to him said he got signed, but no posters are to be seen, or the tv performance. I guess doing a certain amount of bounties triggers it? So be careful not to give him the drum too late.

Missed it on my first playthrough because I gave the drum after second or third bounty and there were no posters of him after beating the game but managed to get it on new save playthrough within 4hours.

Basically yeah:
1. Talk to Dad right after Torg-9 who says lookout for drum;
2. Get the drum on your first opportunity in Pawn-shop when buying mandatory quest stuff;
3. Give it to dad & fart boy starts playing it then - do 1 bounty
4.1 Return and you will see crowd around them - do 1 bounty;
4.2. Return and you will see just dad saying he is signed - do 1 bounty;
4.3. Return and you will see posters around city - do 1 bounty;
5. Return and you will see him perform at the TV's on the left to kiosk.

Achievement popped after Kenny did comment about everyone laughing at his performance in comments when I was watching him on TV's next to Kiosk.

Failed to get this twice.

2nd time I really focused on getting this achievement, and nothing happened after I gave him the drum.

I have a Theory: After you kill your bounty and return to your home, if you go outside and look around before returning to your house and turning the bounty in, the outside world won't update. (so I'm saying turn in your bounty before going outside)

It seems like trying this on a 2nd playthrough is causing a lot of people issues. The steps don't progress as they should. Might require deleting the other game saves, or reinstalling the game if you didn't get it on your first playthrough.

Mine popped first try. After giving him the drum, I went back to talk to the dad after every single bounty mission. When I saw the posters up is when I was heading out to Mr. Giblets. I completed that mission and came back to the city, it was evening, and saw Globo on the TVs "Tonight Show" outside at the restaurant area by your house. After watching Globo perform on TV for about 5-10 seconds, the achievement popped.

I bought the drum and gave it to the kid as soon as possible, the father was never interactable after that. I'm on the Nipulon bounty, and there'd never been a crowd.

Two things:
- if you buy the drum without talking to his dad first, he won’t ever leave and the quest line will be glitched.
- You can still get the achievement after completing the game

Biggest piece of advice I think I can give to people is this: Hand in your bounty as soon as you get home, and then go check on drum boy.

I'm convinced that Getting home and going into the city to check on the kid before handing in my bounty is what screwed everything up for me and prevented the time in the city from progressing. (that or the 2nd save is broken)

For those asking if it's a random advert: It's not, its his concert playing on a loop over and over again, kind of like how the mayor was playing on a loop when you first went after 9 torgs bounty.

For those having trouble getting the crowd to spawn...

Make sure you exhaust all conversation options with Globo and his friend before you even buy the Drum.

I too had trouble getting the crowd to spawn, but on a new play through after killing 9-torq and turning in her bounty I talked to the two and exhausted all of their dialogue before even buying the drum. When the last dialogue happened I noticed that a saving icon appeared in the bottom of my screen.

After buying the drum and giving it to them I listened again to everything they had to say again and repeated this after each bounty...always till they wouldn't talk anymore. And after each bounty the next step occurred without issue.

I think missing any dialogue may cause the questline to glitch out and become stuck.

Posters everywhere. Tried reloading a million times, shutting game down. Forum went up for no reason a few times. But still not drum achievement (or show on the tv )

So I think the only time you can view him is on the way to Applebee's you cant get it after beating the game as it has to be at night.

Just to add to my earlier comment I tried to do a second playthrough with fresh install because I heard that could help. I first uninstalled game then deleted all saved games, then reset xbox series x, reinstalled and it still said I could continue and somehow still had my save there. I am playing it on game pass so maybe cloud play has something to do with it but unsure.

I don't know if this helps but all I did was buy him the drum and watch him play it for awhile and literally sat on the couch watching a show in the game i left the game playing for a bit while I made dinner and it must have come on because I never interacted with him again beyond the initial buying the drum and it popped up on tv.... I also have on second and third playthrough, no crowd. Tried a few different things not sure why. First save I have end game with blortow posters around but never the show. I feel this may be down....

I read about this achievement before hand and made sure the first thing I did was buy the durm and give it to fart face. I checked on them after every bounty and no crowd ever showed up... Nor was I able to interact with the dad... I also been doing the reload trick for the robot commercial and haven't come across it there either.

Unsure if it’s worth mentioning since I did this a couple days ago but I initially screwed up on my first playthrough being my main with the whole Douglas & choosing Krubis thing… so I did a second save and got all my achievements on that save… I noticed Globo was still there meaning I had to either start a new save or hope I maybe got a little further back on my main… and I did. I actually got this achievement on the way to Applebee’s further down the line of my second playthrough, I believe because it was mentioned it was a ‘late night show’ that’s why Globo showed up for me on the screens. I did turn in my bounties and made sure after every bounty I checked in I’d go outside and see if there was any differences or changes…

Just popped for me on way to apple bees. Bought the drum as soon as possible. Never saw the crowd but did talk to his dad about the label signing. I don't think anything matters bar buying the drum early and playing.

I think mine is bugged, i have completed the game, done all the steps to get Globo to come on TV. The posters are up around Blim City but Globo still refuses to show up on the TVs in Blim City. It just plays adverts over and over again and its the same 5 or 6. Rather annoying.

I spoke to both before I bought the drum. Have the posters up in the city and I've beaten the final boss and have went in and out of zones multiple times and reloaded more than 30 times and I've got nothing for him on TV. Such a PITA.

Similar to others, I have the posters but he won't appear on TV. I did miss the step of talking to his dad where he says he was signed to a label. Last I talked to them he had the crowd, and then now has the posters up. It was at this point both before and after beating the final boss.

Same here , no sign of him on the tv even though I’ve talked to globo every time I had the opportunity, talked with his dat , looked at almost all the adds in town. Looked at the billboard announcing Globo but nothing. Went back and forth , opened chests in between and so on but it looks like time stopped after the last boss and progression towards Globo’s “act” stopped.

finished the game and unlocked the achievement randomly in the house, it does not have to be in the TV's in the city, I cannot confirm how to get it, as the TV was on and I was teleporting to another zone, I was not even in blim city. I just got this cheev after beating the last boss. I did all the steps during my playthrough but the TV show didn't appear anywhere. After beating the last boss, I pressed continue from the main menu which put me back in my house. I used the portal to travel to Blim City, and the TV show was playing in the bar when I walked over to the warp chip seller dude whose name I can't remember. It was daytime in-game, if anyone's wondering whether the cheev can pop during the day.

I got this achievement today doing a fresh replay. Here is what i did:

1. Defeat 9-Torg, then defeat Douglas and hand in bounty.
2. Talk to the guy with Globo and Globo to exhaust all interactions.
3. Buy Drum and give to Globo, Exhaust all options again.
4. Defeat Krubis and hand in bounty, Talk to Gene and Talk to Clugg in his office.
5. When the objective changes to "Meet Clugg - Head to Mr.Keeps" head outside to see the crowd and exhaust all interactions again.

Note: The crowd was still there afterwards during the jetpack tutorial, but no further interactions where available.

6. Defeat Skrendel Bros and hand in bounty.
7. When the objective changes to "Meet Tweeg - Explore worlds or start the next bounty", head outside to see the guy who was with Globo alone, exhaust all interactions and he will tell you Globo got signed to a record label.
8. Defeat Dr.Giblets and hand in bounty.

Note: at the start of the objective "Blim City Invasion", Globo posters will start appearing around Blim.

9. Defeat Nipulon and hand in bounty.

IMPORTANT !!

10. When your objective changes to "Final Preparations - Talk to Gene when ready", do not talk to Gene. Instead head to Blim and Globo will be playing on the TV Screens.

Watch a screen for a few seconds and the achievement should pop.

Broken/Bugged for me. 3 playthroughs now and all 3 I've been able to talk to the dad and get the drum, give him it but after that I'm unable to speak to him, checking back after every bounty, can never talk to him, there's never a crowd surrounding them and there's been times the drum is being played but there's no sound.

On my very first playthrough I only ever caught a one-person crowd and after that no one else ever showed up after finishing other bounties. And even at the end of the game, the boy with the drum and the guy are just sitting in the same spot not making any noise.

The only thing I can think of for causing this is I actually ended up questioning that one person in the crowd when I was doing the detective stuff. But that's just a guess, I don't know. So at the moment this is bugged for me.

POST-JANUARY 2023 PATCH

Most of the guides previously posted require you to do specific things at specific times. As of right now, this is no longer necessary. Simple guide is as follows:

Once you get to Blim City, buy the drum from the pawn shop. It's on the display case on the right and costs 78 pesos.
Give the drum to Globo. Globo is sitting against the wall to the right of the house. He's the one with a butt for a face.
Do a bounty. You will see a crowd near Globo. Talk to the guy next to him.
Do another bounty. Globo is no longer there. Talk to the guy again.
Do another bounty. Globo will now be on the TV. Look at him on the TV to obtain the achievement. (NOTE: He appears on both the TVs in Blim City and the TV in the house living room. I'm not sure if seeing him in the house living room TV will pop the achievement.)

I see everyone saying not to buy the drum after 9Torg, but I did. Also, before Applebee’s I went out into town to check to see if he would be on TV before I moved on, and he was. Achievement finally popped, my 4th playthrough.

Here are the steps that worked for me.

Defeat 9Torg.

Talked to the father and son

Bought drum and brought it back.

Defeated Douglas.

The crowd appeared and I talked to the dad, exhausting all his options. Talk to him until he says nothing else.

Defeated Krugin

Talked to father and he said kid got a record deal. Kid was gone.

Defected Dr.

Posters appeared.

Defeated the 3 brothers.

Before leaving for Applebees, went to check to see if movie would play. There was a poster I’d never noticed before on a stand in between the Kiosk and the place where the father and son were. It could have appeared with the other posters but I can’t recall seeing it in any playthrough.

Walked up to TVs over by the big restaurant and he was on TV. I watched it for several seconds and achievement popped. Freaking finally.

This is a developing achievement that will only progress as you play the rest of the story line!

When you gain access to Blim and are asked to go to the Pawn Shop for the thruster dodger, you will find a blue drum on the counter. Purchase the drum while your there and give it to Globo and his dad who are sitting right outside the House.

Play through a bounty or two and come back. There should be a crowd (not shown in the video) in the same spot with Globo playing the drum you gave him.

Play another mission and come back. Globo should no longer be there. Talking to his dad, you learn he signed a big international record deal.

Play another mission or two and come back to the tvs in the middle of the town center and you should find Globo playing the drum you gave him on tv! From there the achievement should pop once you watch his performance on tv for a little bit.

Note: if he is not on the tv, play another mission and revisit the tvs. You can also try to reload last checkpoint as well!

Five "interactions" need to happen with Globo and his friend to complete this quest/achievement:

Talk to them, buy the drum and give it to Globo;
Talk to them when Globo's playing for an audience;
Talk to Globo's friend when he is by himself (He will say Globo got signed by a record label);
You will notice posters, about Globo's performance on TV, all over the city;
Watch TV anywhere in the city.

The first interaction happened after killing my first bounty (Other guides are saying you need to wait after the second bounty to give him the drum. Actually, that's not true. I bought the drum and gave it to Globo, after killing my first bounty, and I didn't even talk to them before that. When I approached them, Globo's friend immediately noticed I had the drum. So, I gave it to him).
The second one happened after killing my second bounty.
The third one happened after killing my third bounty.
The fourth one happened after "test driving" the recently bought jetpack, before the fourth bounty;
The last one happened after killing my fourth bounty.

By the way, KEEP IN MIND that:

I did it yesterday, April 1st, on my second playthrough, since I started this quest too late on my first one (during the game's release week);
I exhausted all dialogue options on each interaction;
I played the whole game on xCloud.

After the first boss, find and talk to Globo and his companion. Do not buy or give a drum, otherwise the achievement will be bugged.

The drum must be purchased and given only after killing and submitting the DNA of the second boss (Douglas or Kurbis), but before signing up for the third contract.
