Missable.
You need to buy a "Gallon of Alien Cum" from Stan in downtown Blim city. Ensure you keep this in your inventory until you finish the game to unlock the achievement. Stan will appear downtown after you've bought the Jetpack upgrade. He can be found down the street between your home and the pawn shop. He looks like a flasher, wearing a long white coat and shouts you over for a sale.
Although you can't drop or sell the "product" once purchased, it is possible to miss talking to Stan before completing the game. So it's somewhat missable.

**Missable** again
Not only is it possible to miss this if you didn't buy Stan's product. This is missable if you happen to reload checkpoint just as the credits are about to roll. With how the game's saves work, I reloaded checkpoint just before the credits roll (without knowing) in order to sacrifice a different Gun for curious sake. This skipped over the credits upon reloading, and instead of taking me back to the end scene, it skipped over that point where the achievment would unlock and I was back the house...
Infuriating, as I made a point to get this achivment done so I wouldn't have to redo the entire game. If the game had any competent save system this wouldn't be an issue, but we're stuck on a linear path from start to finish.

Here I have made a video with all missable achievements in chronological order meaning you will not miss a thing!
So to get the alien Jizztastic from Stan, Gene will tell you to go and pre order a jetpack from Mr keeps Pawn Shop.
This is at the same time you can get the 3rd Part for the "A Starfish Is Born" Achievement.
Stan will ONLY appear at this point in the game, so make sure to speak to him.. Say Yes, I would love to hold a Gallon of cum for you as you would.
I don't think there is any way to actually drink.. I mean, remove the alien cum so just as long as you have said yes, and it is in your inventory..
Simply complete the game with it and voila!
