Edit 2:
Patch is here, achievement is fixed! I will delete this guide after the bounty Hunter forums achievement is fixed so someone else can have space for a real guide.
Edit: Maka91 and Tveilor had a look on Steam and discovered patch #2 fixed this issue and even made the pop retroactive. With how things usually go, Xbox should see this patch soon.
This achievement is currently impossible to get via conventional means. The average player or passing completionist will be unable to earn it due to some additional bending over backwards you’ll have to do.
I did some tinkering and came up with a few things: Your tracker for this achievement breaks any time you die or select ‘load last checkpoint’. That’s right! Any of you that loaded your checkpoint back for Globo or that robot TV ad unknowingly borked your percentage.
Here’s what you need to do: Run through the game in one sitting all the way up to Nipulon. Don’t touch any chests or buy any cards. (Yeah, you’re doing 90% of the game...) Head to Blim Town and close your game out completely. You’ve just banked a cloud save as a last resort. If the tracker borks again, delete your save from local while the game is still running. You’ll thank me later.
Pick up every card from chests and buy the two from the Pawn Shop. Check your percentage as you go. I cannot recall which cards are where and I’d rather not give incomplete information from what I can remember.
TL;DR... Do it all in one sitting or wait for a patch, you goober.

As of now quitting out to the main menu and hitting continue over and over until you get the achievement works so get it before it’s potentially patched ✌🏽
I was going for the TV advert achievement and in order to get the advert to change I was quitting to main menu and pressing continue game over and over. For some reason when doing this the achievement for collecting all Trading Cards popped - I only owned 5 or 6 of the cards at this point in the game. I am unsure if this is reproducible but perhaps the game is currently recounting the cards upon each logon? If someone else is willing to try this and comment if it also works for them. Worked on 23/12/2022

Same happened to me (24/12/2022)! I only have 10 trading cards.
I'm playing on PC and wasn't sure if it was because I was also switching between tabs on my desktop during the loading screen. I guess it's just by going to/from the game to main menu over and over (happened around the 5th time I exited to main menu).

Yep just had the same thing happen to me, I was going for the TV achievement and unlocked the trading card one from just exiting to main menu over and over

There’s 3 chest in the cabin, 1 at skate park and 1 on Gatlia that’ll give you 100%

Every trading card, except for two of them, are found in Lugloxs. So the majority of your progress on this achievement is directly tied to Luglox Genocide (60G). The other two trading cards can be bought for Pesos at the Pawn Shop in Blim City. They can be found among the clutter on the shelves in the center of the shop.
As of Patch #2, it is possible to spend all of your Pesos buying upgrades and other items and not have enough to purchase the final two trading cards.
