To unlock the Mods Please Ban achievement you need to unlock all forum posts on the Bounty Hunter Forum. This involves completing various challenges listed within the forum - these range from getting a certain number of kills, visiting all locations of a zone or buying items from the vendor shops. The full list of challenges and milestones needed can be found below. Some of these won't appear on the forum until you've discovered them in-game:
Blim City Banter:
Discover all locations in Downtown (1/2/3/4) - Pawn Shop, Downtown, Blorto's, Slums Access Route.
Discover all locations in the Slums (1/5/8) - Shanty District, Laundromat District, Torg Territory, Sludgeworks, Uptown, Space Applebee's, Shopping District, High on Life.
Discover all 6 hints about Dr. Grugula (1/2/3/4/5/6) - 1x Douglas's Office (Poster - After Boss Fight), 3x Dr. Giblets Lab (Table, Computer & Wall Graffiti), 1x Weapons Lab (Computer beside the button to open weapon lab door), 1x Top of Crust Lord in Blim City (Graffiti tag), 1x Nipulon's Main Office (Computer).

Edit: I think I found his “quarters” if that is the same as his office gate. The one with the 2 fans. But it won’t let me back in, even tho the door has green lights on it. The fans won’t let me in either. 🤦♀️
edit: I found the HUD location for Sandworm Territory, its by a chest so I definitely already had it. It looks like completionists will have found these areas already, they just aren't counted. I hope this cheev just pops when they patch it again, otherwise Squanch will have to add an actual checklist in game for this junk smh.

* Use the Bounty 5000 Portal and go to Port Terrene ->Outskirts
* Reach The GMS Schlooper Wreck and check for spawning warp bases
* Once you kill one Hunk, you can reload the checkpoint and try again

I then basically told them the exact same thing regarding hunks having no spawns anywhere, this is the reply i got.

* When you are on Zephyr and go to the cloning lab (Skrendal Bros bounty) there was this huge clone muncher machine you can just fire creatures in there and get the interactable kills.

But it is obtainable. I have all the achievements except Mods Please Ban and that SHOULD have unlocked on the completion of my first play through, as everything is checked off... except one forum post... which bugged out. Discover 3 locations in Blim City... one of the first posts you complete.
It has checked off, however, on my second play through, which I am currently working on so as to complete the forums and get the final achievement.
If a forum thread is not unlocking for you, it's just bugged and you either need to wait for a patch or start a new game to restart the achievement. Do note... the forum posts DO NOT carry across between play through's... if you have an issue like I did, where a single thread doesn't complete, despite doing the objectives and EVERYTHING ELSE has been completed... you ARE going to have to do EVERYTHING ELSE again as well on the new play through, for the achievement to unlock.
As for the missing challenges they are for sure the "Found All locations in Outskirts" and "Found All locations in Zephyr Jungle" as they don't pop after finding all locations... 4 in Outskirts and 9 in the Jungle.
I did everything you did except I had an excel spreadsheet opened and was recording everything, Locations, items, enemy kill challenge popups, etc. And I found that EVERY challenge has only ONE extra tier over the "Completed" mark in the Forums (except Outskirts and Zephyr Jungle "All" challenges). And that purchasing every item does not work on Zephyr except under the above circumstance of buying 13.
The one in A Rob94's Datamining (below) for Dreg Town's 5th variable may also be included as missing but the "Found All Locations in Dreg Town" does pop...meaning this may actually trigger without notification or it could be an unused trigger, who knows without looking at source code. We usually get 1% for completing a challenge but Xbox always rounds the percentages downward...so we may go 98%, 100% because of this, no way to tell.
If you finished it without the required hunks then you're out of luck and need to do a new playthrough.
So far here are the corrections:
- Melee Merks; Zephyr, Jungle Clearing, past Quarantine (red doors), kill he first 2 warp bases and one spawn after.
Another sweet spot is above Eureka Falls (multiple cascades), go on, the second warp base should have 2 melees.
- Greebles: first time on Torrene near the shipwreck or Nipulon bounty, just before gooping, go near the entrance to Dreg City, kill 3 then reload.
Postgame is one single spawn chasing one npc.
Little trick, Creature's minions can kill them under the terrain and Kenny's Glob shot will uncover and fly them.
- Snipers: like above, on bounty mission if you go near the lounge after being gooped you can find 3 snipers to kill.
Postgame teleport to Zephyr, Jungle Clearing, turn right and there are 2 warp bases with snipers.
Hunks: there are several spawns story wise, the first encounter is the Douglas bounty at the arena.
Nipulon bounty spot after gooping is another while the last is certainly the last boss bounty.
So far my list post patch.

It's a poster on the wall near his computer, just past the boss battle location.
Pretty sure you can free roam there.
Just a tip I heard: Shooting creatures ammo into the Clone Mulcher apparently also counts as an interactable kill.
Buying all items in Mr. Keeps isn't a challenge either, just tried that to see.
@Nagato266 There is currently no way to tell, the forums are still bugged in that it says Completed before the final challenges, which still adds to tracker.
@Lordacris just an FYI during the Nipulon Bounty if you go back into the station where you bought your vendor item a second one is available for a total of 5 in Port Terrene for +1%
P.S. Also there are 15 vendor items on Zephyr to complete All vendor purchases (need to buy the volleyball 3 additional times) for +1%
#1 locked out of forum and posters never showed up. #2 Blim forum glitched for 3 downtown locations and though I got posters, video will not play. #3 crowd never showed up and suddenly there are NO ENEMIES ANYWHERE to finish my forums, even before last boss fight. WHY IS IT TO DAMN HARD FOR DEVELOPERS TO PUT OUT A FRAGGIN GAME THAT WORKS? I’m done trying with this game and won’t buy any future DLCs. Such a total lack of respect releasing CRAP Iike this.
Main save has all forums locked.
Second save has all but greebles completed.
Third save has greebles completed

I do wonder if the Dr. Grugula challenge is glitched since the weapon lab hint counts as 2. The final hint in Nipulon's office doesn't even give a notification when I interacted with it since I already had 6 hints.
Or you start a whole new save and have all the counters reset to zero, which is pathetic to have to grind all the tasks again.
Is there a way to know which forums will have the message saying “locked” on it? And which ones wouldn’t when completed?
Also is there a way to post pics onto the guide showing what the forums would like when fully completed? Like showing the numbers where the replies and views are?
Everything else though is A1, I appreciate the time and and energy put into this guide for such a silly achievement, a thumbs up vote for me

On another note, I decided to try to buy 100% of stuff in the game all vendors, and Keeps' store. After finding every chest (twice) and farming a long time for forums, I ended up 2000p short! I'm only missing the health upgrade that's not behind the counter, but I bought it on my other save which leads me to believe 100% shopping isn't one of the progressions but if I get bored I'll grind out 1000 kills in Outskirts anyway.

I already bought every single item in the game and it doesn't do anything. As of now, 97% is definitely the max you can get without a patch.
If anyone knows a way to check or find out what is remaining then hmu. Other then that, guess im going to wait for patch as i don’t want to redo the entire game for 3% haha.
Also yes agree with all this. Currently at 96 percent. I don't know which 1 percent I'm missing that I can get, however. Not too worried about it. Squanch has proven they're willing to patch quickly. I'm sure they'll get to it, probably after the holidays.
Tip: Do not beat the entire game on "Story Mode" until you do all the enemy related Forums goals.

So nah...maybe one day I will replay the game and then get this last achievment, but for now 81% is ok (still need 2 type of mobs + environment kills)
Also you have to find ALL locations and purchase ALL vendor items (except in Blim). Just make sure to double check vendors once you have the Jetpack, Sweezy and Creature as new items get added.
Yeah, Makroskizhar is the one that is wrong here. He probably didn't bother to read through the 300+ comments in this thread (not that I blame him lol) and seems to think everyone else here still has the Downtown glitch. He'll be right with us sitting at 97% soon enough.
This is my third playthrough so I think I'll leave it for now until they fix it.

Are we sure 30 Hunks is the final one? I grinded mine out when you get gooped a second time and did a bunch of checkpoint restarts with a few after. Should be close to 60, if not at it, and didn't notice a popup, though I kind of stopped looking after the 30.
Edit: Looking at "A Rob94"s solution, it seems it is the last one. Thanks for digging! (though I guess it's possible that trigger is missing in the patch somehow)
Some grind spots IF YOU HAVENT DONE NIPULON'S BOUNTY YET
Greebles:
Nips Bounty, before going into the saloon, on the road to the left before the saloon will be 5-6 greebles. Kill. Portal home. Return. Repeat.
Hunks:
When you get gooped during Nips bounty, enemies will now be patrolling outside. 3 are Hunks. Run around town focusing them. There're also 2 snipers if you want to double up. Die. Repeat. There's an arena fight later that has some too, but not optimal. For these guys, I'd do some headshots with Kenny, glob shot, few more headshots, and execute. That way you're potentially tripling up on challenges adding in melee kills and executions.
IF YOU HAVENT DONE THE FINAL MISSION WITH LEZ
Melee Merks:
Final Mission, as soon as you leave the house. Melt the first wave of little guys with Lez, second wave will have 4 Melee Merks charging you. Cluster them away from the rest and melt. Die. Repeat.
Jasons:
There's a checkpoint before the final boss, it has a tower with a hunk in front. I think this is the section right after Suit-o's goodbye. melt the first enemies and another wave will spawn off to the right a little. 1-2 Jasons are here. Quick tap them with Lez, look a bit more to the right, across the way you should see 1-2 more. These can be finnicky and take a little while to spawn. Don't go past the barrier to look because the next area is final boss and I don't know if a checkpoint/cutscene triggers automatically). Kill some enemies to trigger another small wave on a small central platform that should have 1-2 as well. Die. Repeat. Chance to get some missing Hunk and Sniper kills here too, but not optimal.
I started playing 2022/12/18 after the unobtainable flag was removed, on Xbox One X (not Series), started on external, moved to internal, have had tons of crashes, but the tracker has been consistent and I'm at 96%. I went with dying after the kills instead of loading last checkpoint for consistency and to prevent crashing. This has all been on my first save file. Did all lugloxes so I'm assuming all locations are found (assuming they track right). Got all Gurgula hints and did that area. Did a lap of all the shops prior to final boss. Tracked all the 'post-completion' challenges that are in the solution as of this writing as well, which is why I ask about the 60 Hunks. Suppose it's possible I missed 120 Merks, or maybe even 480 gun kills somehow, but very doubtful. All others are accounted for. I'll try grinding them a little more.
Things I know that don't add to counter:
-Buying all items from the pawn shop in Blim city (unless I somehow missed an item)
-Both trolley options from the warp disc
-Demolishing Cutie Town and killing the mascot. Also Leaving Cutie Town immediately.
-Watching all of Tammy and the T-Rex (while seated)
Things I haven't done on this file:
-The Sweezy bully achievement
-Saving all humans (doubt I have)
-Maybe difficulty matters? I've been on normal the whole time. Scared to change it. (Curious if this will fix people unable to get certain encounters post game as well, myself included)
-Demolishing Cutie Town and sparing the mascot
-Watching all of Vampire Hookers and/or Blood Wind (I'll test these both out VERY SOON while seated. Just need to buy some drinks first lol)
Other notes:
I didn't notice a popup for getting all of the items in Zephyr. Maybe I missed it. Maybe I missed an item. Maybe it doesn't track. Port Terrene does say 'Purchased all items from one vendor in Port Terrene' when done though.
I noticed a spot in Dreg Town at a zone change where my luglox counter in the corner said 26/27, but the counter at the portal showed 36/36 so I disregarded it. This was prior to me getting them all. Haven't checked it since. Kind of forget the exact area. Maybe I'll check it again.
After purchasing everything I could find, getting all luglox, doing all the challenges to max, and grinding a little money, I am at like 8 pesos, so hopefully I didn't miss anything. That will be a BAD grind.
The zone ones for sure I need. Cool. Guess we wait for a patch then. I'll be hunting for this missing percent meanwhile.
Edit: To your point of the percent rounding. I have definitely seen it go up by more than one for at least one of them, so I agree those 2 location ones should round it to 100. So, it's safe to reason I'm missing the Zephyr Purchases, Zephyr Locations, and Terrene Locations, correct?
Sucks bc it should be an easily 1000 during 1 play though but the drum kid is whack and this one is broken.
See the guide above for the amounts for each challenge tier both before and after the "Complete" (which there is only 1 more tier after).
*Note: there is NO way to tell what you have done/need to do so you'll have to keep track yourself, at least until a patch fixes the achievement and makes it obtainable for the majority of us who have done all but two challenges due to them being bugged.
Maybe the solution creator can add the names of all areas from all districts.
Summary... There is another tier of challenges after the Forum says "Complete" that adds to the progress of the achievement, which is a bug...don't know if it says "Complete" early or the last tier of challenges are not supposed to be required but are (Note: the challenges for finding all locations in both Outskirts and Zephyr Jungle ARE bugged and won't complete only allowing a max progress of 97%).
Also Squanch is working on a fix.
Post game grinding for some of the targets is very tedious with most of the enemy spawns disappearing.
Don't get me wrong, good game, but these bugs are bugging me. Any idea when the next patch is coming out?

That isn't true. Some go on after a mod locks the thread.
I'm currently at 82% with Greebles and Mytes to grind. But I don't want to do that until a patch.
PS still no fix ATM. PC players may have luck unlocking this but in majority cases won’t and Xbox players are SOL until a fix is released.
Any official word? The 8 people finished now still seem off. No one with a big G's.
The checkpoint you get is both perfect and annoying. You have to turn around quick time, and kill the Greeble before it burrows. Use Gus and suck the thing towards you.

And a good place to farm hunks if you haven't completed the main storyline is the final mission. There's a hunk that spawns halfway through, and the checkpoint puts you right back in front of him.
I had intentionally left that playthrough unfinished in case I needed to farm more. So glad I did.
Anyone knows of another place to farm for Hunks?
Edit: CRT - yes. I got the mytes kill in upper valley, halfway over bridge town turn right, go into tunnels. There are 6 to 8 mytes.

Edit: further clarity for the few others I see having trouble Zephyr Paradise - Jungle Clearing. Turn around 180 degrees and go through the giant red building on the other side a warp base spawns kill them and another will drop kill them then the 3rd warb base drops one melee. Then run back through the portals and repeat.
I pray someone finds something better.

EDIT: Jeez the damn item was hidden behind a grid and I didn't saw it at all, I got the achievement.
Edit: I just recorded a video and sent it to sqaunch games.
Post patch it looks like this is still a thing. Just go back to the mineshaft and kill the enemies, re-buy the volleyball (it may be invisible, just look where it was on the right side of his counter) and then reload the checkpoint, repeat 3 times. This helped someone in the comments above post patch.
It allows you to hover in place with the jetpack without using fuel. Pre-patch the challenge will be "complete" before this item is usually purchased but it is required to unlock "Purchase All vendor items" challenge to popup.
If this is not the case double check the other vendor as there may be a gun perk that spawns in after you obtain the gun associated with it that may have been missed.
The challenge pre-patch was "complete" at 3 items now it requires 5 post patch.
Needed 10 hunks so you could imagine the worry creeping in when it wasn’t appearing (until 10th one)
Schooner warp bases showed up for me but the hunk only turned up after clearing a few each time
Caged mytes worked and there was about 10 near the mine entrance
Greebles also by the schooner

For me, a Hunk would spawn with the 3rd warp base in the Outskirts, I would just kill him and reload checkpoint.
The only other enemies I can get to spawn are Mytes. No other enemy will spawn after the story

I'm in the same boat (the Hunk one). I will wait for the next patch. The game was fun but I'm not planning on doing another playthrough just to have it patched shortly after.
Now that it’s working I tested cross-save functionality. On one save I killed 480 Mytes and on the other I did everything EXCEPT the 480 Mytes and the achievement stayed at 98%, so if you want to grind this out and your save has no enemies, unfortunately you’ll have to do it all over again.
I also think they patched the shortcut for kill enemies with interactables, this doesn't seem to work with creature and the crusher anymore getting to 240...
Edit: it still works with creature but its probably best to take all mods off beforehand. I had the neonatal eruption mod on and they weren't counting, took it off and unlocked the bounty no problems
I’m guessing nothing in the forums is unlocked cause I don’t see any of the requirements you guys are talking about. I probably need to play through it again on a fresh save.
If this happens, quit to main menu and then jump back in by "continue game" and the achievement should unlock and the forum post will auto update to complete like it should be. Hopefully will save someone else an hour of rechecking the 4 vendors over and over and panicking.
One of the Dr. Gurgulas hints is right after the Douglas boss fight. Most of what I read, people have been saying that this hint is missable. I went back to the area and yes, you can not enter the boss room from the original entrance, but if you travel to the Dreg Town teleporter, go up the stairs to your left and across the gap with the flying car going between it, you can take the right vent back up, which once you get up there, the poster you need is immediately to your right. You'll have to tap the button for your jetpack instead of holding it cause you'll max out your height too quickly. I'm sure it also helps if you have all the kinetic tanks, which I believe is just 2. It took me a couple of attempts, but I eventually got it. Hope this helps someone from having to do another playthrough.
EDIT: Completed one, so 6 posts remaining and 93% complete.
EDIT: Had to acquire the volleyball FOUR different times, three of them endgame, and seemingly kill over 60 Jasons (not another 30 over the last challenge, I mean today I killed 60 of these damn things) but it FINALLY popped for me. It seems that regardless of what order you hit the vendors in, the last one always has to be the invisible volleyball.
If achievements ruin gaming it's ones like this, achievements that don't feel like the dev actually played the game. 480 kills is stupid for a game you can beat and explore everywhere and never come close to that requirement. Someone could beat the game again and never reach that many kills.
There is an alien in the old town that needs your help because a greebie is chasing him. You can farm this one if you have the patience. Also I've noticed that the kill count doesn't work 1:1.
No hunks after endgame. I'm guessing there will be a new patch for this, but check the outskirts or the hidden volleyball field in Zephyr
All challenges locked and I was just missing the hunks. FUCK THIS GAME.

Made sure I prioritised Melee Merks and Hunks which spawn on Niphlons Bounty
last thing I had was 480 Myte Kills and I was on 98% so still thought it may be bugged but upon unlocking 480 myte kills it unlocked, weird.......but its done!!!!

Are you saying you can do the last couple posts you have left on a new/different save and this achievement will unlock straight away? I thought all posts had to be completed on the same save?
They should made this Achievement forced to unlock for everyone @ the start of a New Game🤷
EDIT: As Lee layfield said down below there's another vendor in old town. Down by the elevator entrance in DREG TOWN. Thank you dude, I finally unlocked...
There’s one extra item to buy from the vendor at the bottom of the elevator in Dreg Town after you get the jet pack. As for Zephyr vendor - if you already bought everything & it hasn’t completed, exit out of your game into the main menu the go to load game - boot up your latest save, it should show up in the top right corner of your screen that it’s completed. Good luck y’all this one was a pain
Also, I'll try the Jetpack when I'm back on Terrene (was going to anyway). I'm cleaning up Blim City rn.
Edit: Okay, so following the video for getting into Duncan's office, I was able to use the jetpack to get over the wall. I didn't have the jetpack last time I tried. However, I couldn't get the jetpack to work on either pipe, even with the height upgrade. If your struggling to get over the wall, wait until you have the jetpack, then try again.
UPDATE: just popped for me. Just revisit the slum access tunnel and it should unlock the post.
Simple and not so hard, maybe add some punch lines for players that are talking to him to complete the challenges.
For the hunks and post patch games, nope, you're out of luck and need to start a new game and redo all the challenges from scrap...
They are working on fixing enemy spawns. Save yourself time and just come back after the patch fixes it.
If it's really fixed then Creature's minion spawns can't be farmed at the mulcher... And 250 kills is a really tedious one...

For those with an original save file (pre 2023), this one will never be obtainable until you restart and do all over again.
They should release some kind of arena or new game+...
I started my second playthrough and killed the necessary mobs before going on.
E.g. the first hunk does spawn inside the arena in Dreg City and I killed it 30 times.
The melees are found inside the mulcher when battling Angela, kill 4 then reload.
The sand sharks are found several times for bounties on Torrene, the last time is Nipulon's bounty.
Finally Jasons are spawned just after the second betrayal of Helen, before taking the multiple elevators to the labs, kill the first 2 then reload.
Is this a new glitch, or am I just going to have to start another game?
My second playthrough was smooth, I already knew what to kill...
And the map! One thing that even Doom or iirc Wolfenstein 3D had but not one 2023 game...
just force close the game a re-load and it should update.
Previously the hint in Skrendel's lab counted as 2 hints, but now you need this new one too. Sadly no fucker on youtube seems to have bothered updating their guides to explain this, and it took me ages to find out buried deep in the comments section of someone else's guide.

Now just combat grinding (Jason, Hulks and interaction kills), which IMO is just poor game design. I took every opportunity to get kills in the normal play through, and that I now have to do a "reload checkpoint" as the numbers required are so stupid, just poor game design. How is it considered an "achievement" that the only way to do it is by, reload, reload .... why do game designers not learn from previous games.... who thinks grinding is good design, IMO it's just lazy and unimaginative achievements?
The cheevo tracker is itself stuck at 96% for context.
The Forums state I need 30 hulks, 60 Jasons and 240 interactable..

The game does seem to get pretty bugged out the longer you play. This game definitely needs a patch to fix a few things. I'd hate to do a second playthrough just for this one. The drum guy seems bugged too.
For the hunks, toward the end of the Kenny/Applebees mission, during the run back to the house when the G3 attacks, to the left outside your house is a hunk. There are two in this area but I caught a checkpoint right next to this second one close to the house. One globshot, four normal shots, and knife, and it counts as an interactable kill as well as a hunk kill. I farmed over 60 here but didn't see a reward for 60 hunks. Might have missed it... Also got the 240 interactable during this.

I have all forum posts completed but my achievement is at 88%, and I have no way of knowing which forum posts I need to farm more kills on. It's too much effort to go around doing more on each one blindly so I think I'll be waiting for a patch that hopefully doesn't require a whole new game to unlock.
Don't worry about some of the topics having a mod say "Locked" at the end of it, that isn't the indicator that you're done with one. The "Kill Jasons" thread said Locked for me at 30 kills, but I still got progress towards it by getting to 60.
97% is the max you can get right now before Squanch Games patches it I guess. Those 4 people who have the achievement either cheated or got extremely lucky (Well, the 4th obviously cheated). If I were you, I would just wait it out for now. No point killing a bunch of random shit hunting that 2% you're missing when a patch will hopefully just correct the amounts and show you exactly what you need.
There are 92 challenges in the game total across the 23 posts, but only 90 are unlockable, one of which is also bugged but has a work around (The "Purchase all items on Zephyr", the work around is to return to the Mineshaft and buy the Volleyball 3 additional times from the Moplet via reload checkpoint which is also a bug as there is only 10 items on Zephyr but the "All" challenge unlocks at 13).
I just hope that we won't have to replay the game again, I've already got ~60hrs played.
Looking at the list of combat kills... if I was to do the extra tier of kills for each category, theoretically it should unlock, but at this point, I think I'm just going to wait for the patch.
That being that the actual achievement didn't pop. My apologies for jumping the gun a little yesterday!
As for when a fix will be deployed, it could take a bit...they are most likely still working on a fix for this as well as other issues the game still has, plus once they have a fix it still has to go through a certification process before release.
Update: Still bugged as of 12/30 but after resetting my game and loading my save turns out I needed to buy from a vendor on zephyr. After buying the volleyball for a fifth time it counted and now I have 97% and will get that achievement once it’s patched.
This makes me mad because this also happened on another game I was trying to 100% recently, Return to Monkey Island with the trivia cards. Quite making unobtainable achievements so we don't have to waste hours of our lives just to 100% a game for that last achievement, only to be glitched.
Before you leave comments, Please read the whole guide not just the first couple of lines. We all here understand that 99.9% of people needing the achievement will be glitched. it does not matter what percentage you have.
If you have all "Forums" in the "Complete" state you will have 88% in total. The most percentage you can get is 97%, with each forum having a fourth/fifth level attached to them. An example is:
Interactive Kills completes at 120. If you get 240 Interactive kills you will get another 1% added to the progress as it's the last level on that forum it's just hidden by the achievement breaking glitch.

Has taken the time to write, They have shown everyone a great way to Farm all the things you are commenting and complaining about. Such as Greeble kills, Interactive Kills and even Jason kills. Lastly, even getting back into Douglas' Office.

Hopefully a fix is in the works.

Also, can confirm what @HadoukenPanda added about the vendors on Zephyr. I went to every vendor and bought literally everything but it didn't complete. I bought the volleyball before the patch, then immediately after the patch it was for sale again but invisible on the store shelf. I bought it that second time then went and bought everything else but it was still locked. Only after buying everything on Zephyr, then returning to the G3 Moplet and buying the invisible volleyball a THIRD time did the forum unlock and the cheevo pop. It seems like the volleyball may be bugged to keep respawning, thus preventing the forum post from completing unless it's the last item, so save it for last otherwise you're wasting pesos.
its most likely the volleyball you need in upper valley it respawns what did it for me was to keep reloading checkpoint at the vendor after buying it until the forum unlocks (as long as you have bought all other items in zephyr)
Also if you can't buy anything at any vendor reloading checkpoint seemed to fix the issue

Already tried this a couple of times. No hunks.
And someone probably will confirm that they have warp discs inserted and they're getting the enemy spawns and my theory goes to the trash lol.
Also not sure if it still works post patch, but you could try re-buying the volleyball in the mineshaft from the Moplet (it may be invisible, just look at where it was on the right side of the counter) but I too couldn't get my "All items bought" to pop up pre-patch after buying all 10 items on 3 playthroughs until I bought the Volleyball 3 extra times (just kill everything re-buy, reload checkpoint, rinse and repeat).
Wish you could reset warp bases like Far Cry.
Speaking of percentages the unlock rate for the achievement is still at 0.01%
So it's just a matter of waiting and hoping they update the game again with more enemies spawns post story, otherwise I can see lots of people will either give up on this achievement (myself included) or have to start a new game, ouch!
Edit: Was just messaged to finish Luglox Genocide and then I should have the location ones finished. I'll update y'all on if I succeed.

My shop purchases & kill certain enemies are broke. From the sounds of it some enemies don’t even spawn end game.
What is the earliest story mission I can find snipers and Hunks without it? If I'm prepared, I can at least complete it via grinding. I'm assuming I can find them at warp bases during the story.
NOTE: My second save file was made today because of another glitch. My third save file was also made today. I am currently on the Duncan mission at the entrance portal. Nothing spawns at the spot like in the first video. I tried before finishing the bounty and (on my second save) after.
Didn't want to wait again for a fix with the chance of something else breaking when they do it, but I guess if someone else can't be bothered to do it again definitely wait for a patch and I hope you get this buggy achievement.

Think I'll just wait and hope that they somehow fix the postgame Greeble/Hank issue rather than wasting 4-5 hours going through the whole damn thing again.
1. Douglas'bounty, poster near vent after defeat of the boss.
2. Nova Sanctum, just a bit left of the shop, it's the red graffiti.
3. Skendrels' bounty, after picking up Creature, there's a parallel room (creature on the left, hint on the right), interact with the computer.
4. Nipulons' bounty, check his office after entering, on the left.
5. and 6. After defeating the hardest boss ever, check the red table and the computer just a little further.
The patch added the sixth hint but some resources do still say there are only five, thus leading to this confusion...
Kill the first wave at the entrance, go on and take the left corridor, there will be one lonely Jason.
Kill and reload.
Fck this game, I'm shelving it until real fixes come along.
I submitted a support ticket to Squanch Games and they confirmed they are aware of the issue and working on a fix. So I take that as confirmation that the removal of most post-game enemy spawns was not deliberate.
If you completed all five of the locations listed in the video provided with this solution and still are missing one, you'll find it on the computer terminal in Dr. Giblet's lab, to the right of the 'Who's Watching Me??' text written on the wall in the area where you get Lezdoit.

*This is a guide to only complete the bugged "Buy All Items From A Vendor In Zephyr" Bounty Forum challenge - for help with the other Bounty Forum Challenges, check out Lordacris' guide above*
As of January 13th, 2023, High on Life released a game update that allowed you to view the proper number of remaining bounty forum challenges remaning inluding the "Buy All Items From A Vendor in Zephyr" which seems to be bugged for many players looking to 100% High on Life!
Anyway, load into Upper Falls, proceed to the first vendor to the left once you exit the portal. Make your way through the short valley and take an immediate right. Cross the bridge and on the first floor, the vendor should be located right there.
Check to make sure you bought everything from his store and continue right back to the portal you came from.
From the portal, proceed down to the giant mushrooms, hop on over to where the storage box is hanging over the side and the proceed down that route until you reach the big crane with the one chest in the crane basket. Proceed to the upper deck while TAKING OUT ALL ENEMIES (the invisible volleyball that will pop the achievement will not spawn with enemies nearby).
Visit the Zephyr store down the hallway and an invisible volleball should be on the desk ready to be purchased. Purchase the invisble volleyball and the achievement should pop!

Mine doors are still closed but I got the real volleyball not the invisible one by playing around with angles and was barely able to buy it.
The third vendor shows an item on the desk I haven't bought but not letting me try to buy it. I also bought every item from the 4th vendor
stood on doors in mines and found the invisible volleyball and bought it - no achievement
Edit: after finishing the other forum task the achievement still did not pop. I was able to pick up the ball again, but still no achievement. I made sure that other zephyr vendors didn’t have any items to pick up. But I left many items at the slums vendor… after buying those and coming back to the volleyball shop, buying it again the achievement finally popped.

Everyone's assumption that the max that you can get right now being 97% is correct. The final challenges are all area discovery challenges.
I unpacked and data mined some info by digging around in the game files to find out what I could. Here are all the challenges, their current known values (thanks to Lordacris's guide), and their corresponding variable names in the hunter challenges data blueprint in the game's files.

So the problem areas are the Jungle in Zephyr Paradise, and Dreg Town and the Outskirts in Port Terrene. I dug into these further and found the following:
Zephyr Paradise has the following location variables split between the mines and the jungle. If you add up these and number of jungle locations and mines locations, they are equal. 21 in total. And since the mines is a solved location, I believe there are 9 locations in the jungle.

Interestingly, Dreg town has the following 3DMapVolume notifications (I believe it is a collision box that sends the notification to the HUD to display "Entering: xxxxx" on the screen).

So they appear to be aware of an issue. Whether it's hunter challenge forum related or not is unknown. Something of this nature does not appear in the other two unfortunately.

It’s what they are currently working on.
I waited for this patch to arrive before even starting the game because a buddy of mine had played through once and told me how buggy things were. Now I’m stuck as nothing spawns on Port Terrene and the only thing I need is Hunks to complete this achievement and pretty much the game and this was all done on a save after the patch had already been applied right from a new game.
I contacted support too and they told me they were aware and will be working on it but couldn’t give a time frame.
Also, apologies as not trying to discredit your info as maybe I just got unlucky but just wanted to offer my experience too to warn others as I’m well annoyed I can’t 100% right now 😅😭
EDIT: Just to add too and for the purposes of testing I tried my save on my series consoles, PC and even through cloud gaming just to be sure and there was still nothing spawning for me. (I know it shouldn’t make a difference but I’ve seen stranger things happen in the past with buggy achievements)

I don’t know why no one mentioned it before, but if you didn’t finish the game yet, there are great spot for killing 3 Jasons, 1 Hunk, and 4 Melee Merks.
In the last mission “Bounty: Garmantuous” a lot of bases will appear with a lot of different ennemies. And you will have the last weapon “letsdoit” who instant kill all the surrounding, which make easier and faster to kill.
- Melee Merks: At the start of the mission, kill the little merks and then 4 Melee Merks will appear. DON’T USE LETSDOIT! If you use it you will kill everyone and trigger the checkpoint.
As soon as they appear, kill the 4 with another weapon, reload checkpoint, and repeat.
- Hunk: At the 3/4 of the mission will appear the first hunk, kill him, but don’t reload the checkpoint yet, you can continue and kill 3 Jasons right after.
- Jason: At the 3/4 of the mission, after killing the Hunk, move a little forward and 2 bases will appear with 3 Jasons! Kill them, reload the checkpoint, repeat again.

It does seem temperamental for where the warp bases land because a lot of the guides I followed didn't pop up for me so if people are in the same boat, I thought I'd help you guys. Anyway;
. For Jason's ( the one that forced me to write this guide), I went to Zephyr because it seems like its the only location that spawns them in. If you travel to 'Upper Valley' and then follow a guide to the location of 'Spring Canyon', there was an arena that warped in. What I did was kill the 3 aliens at the door, power slide all the way to the back and killing the 3 enemies on the left and then if you turn to the right instead and walk up the ramp, there should either be one spawning in through the roof or attached to an enemy, just respawn once youve killed it.
. For snipers, I went to the outskirts in 'Port Terrene' and went to the wreckage and into the middle of it because theres 2 sort of watchtowers that spawn snipers in. You have to clear a tower and some other enemies before the others spawn in. Once killed, just load the checkpoint again
. For hunks, it's the same place as the snipers, you just have to kill a few more enemies for the guy to spawn in and he will drop from the sky.
Hopefully, even if it helps one guy, someone finds this helpful because I know I was ripping my hair out trying to find the spawns after the game was completed

The Bounty Hunter Forums can be found on the last tab of your in game menu. These are various challenges that unlock for you to complete as you progress through the story. Challenges are broken into sections based on the location they are completed. You need to finish every challenge on the forums for this achievement.
As of Patch #2, most players are finding that their Forums are not unlocking, or have locked after previously being unlocked.

Upd. 12/17: A patch has been released and the downtown location can be completed, but now someone’s achievement with the drummer is broken, people simply don’t show up in the evening, someone can’t complete certain forum tasks to kill individual characters. In my case, the Slash Bash Unit stopped doing damage completely, it became almost impossible to perform “with interactable” kills, there simply aren’t that many barrels in the game.
Upd. 14.01.: On January 13, a patch was released, the achievement, and with it 1000G, are available for receipt.

We simply launch creature children into it and it is protected by kills due to the environment. But specifically on the meat grinder drums themselves, not between them)
If the safe was created before the 17th, then the forum section is not accessible at all.
If the safe was created after the 17th, then the forum section is available, but entries are closed at the penultimate stage of each test. That’s why you can’t get 100% achievement.
If you beat the game and killed the final boss, then the completed tests do not count toward your achievement progress.
There is still a problem with locations. A couple of locations do not open in Zephyr, which does not allow you to take 100%.
