Simple enough. Just continue going upwards in any district and this should pop eventually. This will probably come easier/naturally in the later districts.

You can unlock this as early as the first district. As you’re climbing up to locate the door to exit the district, keep climbing past the door until the achievement unlocks. This will likely unlock through natural gameplay.
