Sometimes, in order to get a weapon, you need to complete not a mission, but a complete chapter (consisting of 3-4 missions). Personally, when I wanted to steal the SVD, I was surprised that I completed one mission (where I had to shoot a general in St. Petersburg with the SVD), came out and did not find the SVD in my hideout.
Perhaps I had a bug. Be careful.

I can add that, apparently, it is better to collect all weapons at the normal level. Not a single problem arose. But on the professional level, many people, including myself, did not save their guns, in particular the sniper rifles from the first and second missions. Most likely this glitch is due to the lack of safes on the professional. So collect on the normal difficulty level so you don’t have to worry about it later.

Everything goes together perfectly on the Professional too. Collected everything on this difficulty level. True, you have to carry weapons through several missions before getting to the shelter.
